This study aims to find out the issues of ESP program in X University based on the issues of ESP in Indonesia and to find out the ESP concept by lecturer in X University based on teaching ESP theory. This researcher was conducted because the ESP in Indonesia is still lack of some aspects that is : ESP course design, ESP lecturers, ESP Assessments, ESP course objective and materials Narrative approach was the most suitable approach for this research. The data source of this research were lecturers that teach ESP course in X University in Fisheries and Marine Science, Faculty of Social and Political Science, Faculty of Engineering and Faculty of Cultural Studies, the lecturers were choosen because the lecturer hold a doctoral degree and have tought the ESP program for more than 3 years and the data of this research is the documents of lecturers that teach ESP in X university and course outline include the curriculum, course outline from the ESP lecturer. In capturing data, this study used four instruments. This researcher used interview guide as the instrument of this study, checklist of the issues of ESP in Indonesia by Kusni (2013) and from teaching ESP theory by Lamri (2016), voice recorder as the instrument and the researcher as the instrument. The researcher did the data analysis. Kim (2016) suggested first is conducting the multiple coding process to find an information that can be an attribute for the data. After that find the similar codes relations and make a category to combine the codes. Identify an emerging pattern in every category is the last step. The result states that that the dominant problems in the ESP program at X University are from the field of lecturers, general English graduate lecturers (English Language Education Program and English Literature Program), and ESP lecturers who are responsible for excess teaching hours where there are excess numbers of students. can reach 25-40 students in one class. The ESP program at X university is in line with the two main points of the ESP program in Indonesia because the four majors meet the problem points that exist in the ESP program in Indonesia. The concept of the ESP program from lecturer is in line with the conception lay forward-moving in the Lamri (2016) book about concepts and also the basis for ESP learning. The concept of teaching ESP at university X varies, depending on the needs of the student. The conclusion is the ESP program in Indonesia is still lack of the education of the lecturers, and some lecturers are not provide the performance activity on teaching ESP program.
