Three kinds of instruments areu sedi n this research n amelyq uestionnaireo bservationa nd interview. Questionnaireis givgn to the English teachersa ndt he fifth grades tudents. Observationis conductedt o know the teachinga nd learningp rocessin the classrooma nd the other facilities supportingt he teachinga nd learningE nglish at school.I nterview is given to the headmasterasn d the English teacherit o collect further information to the questionnairea nd observationT. o analyzet he data t he researcheur sesa methodc alled a simple p rc ntage. The result ofthe researchs howst hat all ofthe English teachersd o not have formal educational background ofEnglish. Their English proficiency and skills needed in teaching English to young learners are less sufficient. Moieover the materialss electeda nd presentedd o not vary and neitherd oest he media.E ven the teaching techniques applied in the classroom are the same every meeting. Besidesth at the Englisht eachersd o not haveE nglishl ocal contents yllabus.
