Keywords English for academic purpose (EAP) skill program students wants needs and lacks The objective of this study is to develop a syllabus which is suitable for the development of English skills that are wanted and needed by the dormitory residents ofUniversitasNegeri Malang (UM). This study uses educational research and development design. The subjects of the study were the residents of the UniversitasNegeri Malang dormitory. The instruments used weretwo questionnaires and an interview guide. The two questionnaires were the one which was used to elicit data from the residents and another which was used to get feedback and suggestions from the instructors. The interview guide was used to obtain data from the manager of the dormitory administrators. The findings revealed the actual residents wants needs and lack. Academic reading was the most salient skill that was needed by the residents. Meanwhile they also would like to learn to speak English. The type of the syllabus based on the needs assessments results is amultidimensional syllabus. This type of syllabus was chosen in order to develop the residents skills faster based on their needs and wants namely academic reading and daily conversation. To develop their daily conversation ability structural syllabus which was combined with functional/notional syllabus were chosen. On the other hand to develop the academic reading content-based syllabus is suitable. Some feedback from the expert and empirical validation were obtained and it contributed to the syllabus development. In addition the result of development was a syllabus which focuses on developing students everyday English speaking skill and academic reading skill. It consists of topics of materials activities and resources which covers 16 meeting with 40 minutes long each.
