Undergraduate management students at STIE Malangkucecwara are required to take business English course as a compulsory course. This course deservedly facilitates the students to learn professional skills. However there was no specific business English course syllabus for management students. There was only one syllabus to teach business English for all departments. Based on this fact this study aims to develop Business English syllabus for management students. Research and development (RnD) method was used in conducting this study. The procedure in developing the syllabus was the combination of the ADDIE design by Barch the R amp D cycle by Borg and Gall and the steps of language program development by Yalden. The data in the needs analysis were obtained through questionnaires interviews and a document analysis by involving 34 management students 10 alumni five practitioners head of management program and business English lecturer. The data from the needs analysis were used to develop the new syllabus. The needs analysis results showed that the most needed skill for management students was speaking skill and the most needed language component was vocabulary. The preferred topics were business letters job interviews business presentations business meeting and business etiquette. One additional topic was entrepreneurship due to the suggestion from the alumni and head of the program. The syllabus was developed using competency-based and project-based language learning approaches which focus on the outcomes of the learners. The product validation from the experts indicated that the syllabus was very good and applicable. The suggestions and feedback from the experts used to revise the syllabus to be tested in the classroom setting. The feedback from the teacher was then used to revise the syllabus to be the final product. Based on the results of the study there are two suggestions for the business English lecturer and the future researcher. First this syllabus utilizes outcome-based learnings where the focus is on the outcomes of the students. The teacher must be the facilitator and mentor who will direct the students in achieving the course goals. For future researcher it is suggested to combine project-based learning with problem-based learning as suggested by Indonesian government.
