Murdibjono M.A. Key words picture cue technique speaking ability The speaking ability of the seventh year students of SMP Negeri 13 Malang was unsatisfactory. Most of the students were unable to express their ideas freely in speaking activities. They were unmotivated to speak because of several reasons they were afraid of making mistakes they did not know about the English words (vocabulary) and they did not know how to construct them into meaningful phrases and sentences in order to deliver their ideas. As a result less than 50% of the students scored below minimal score 3 within the range score 1-5. Picture cue technique was selected as an alternative strategy to solve the problems. Picture cue technique is a single or series of pictures that implies meaning. This study was aimed at finding out whether picture cue technique can improve the students speaking ability at SMP Negeri 13 Malang. In this study the researcher expected that at least 75% of the students achieved score 3 for fluency accuracy and confidence. This study was a collaborative classroom action research which consisted of two cycles each cycle consisted of two meetings. The second cycle was done with some improvement on the activity. Each cycle consisted of three stages pre-speaking whilst-speaking and post-speaking stage. The subject of the study was the students of VII C SMP Negeri 13 Malang. The result of this study showed that the picture cue technique effectively improved the students speaking ability particularly in form of descriptive. It can be seen from the result of the implementation of picture cue technique in Cycle 2. It was found that 79.48 % (31 out of 39 students) could achieve score 3.00 (minimum score) for good qualification. Moreover most of them gave positive response towards the implementation of picture cue technique. They were excited in speaking activities. In addition it was found that the students improved their fluency accuracy and confidence. Picture cue technique can be used to improve the students speaking ability at SMP Negeri 13 Malang. It helped students express their ideas freely based on the picture they choose. It is suggested that the teacher use picture cue technique in teaching speaking since it can solve students problems in speaking. It is also suggested that other researchers conduct other research that applies picture cue technique in other skills genres and in different grade.
