Abstract

Bumi Semeru Damai (BSD) is a residential area for the relocation of victims affected by the 2021 Semeru eruption which is unsafe from disasters and has been unable to support the fulfillment of economic needs for its citizens. These eco-spatial conditions cause BSD women to face a higher risk of disasters than before. Previous research has shown that women s disaster risk can be reduced by increasing literacy for individual resilience. Therefore this study aims to develop a disaster literacy model based on eco-spatial empowerment (DL-BEE/Disaster Literacy Based on Eco-spatial Empowerment) to answer this problem. This study uses the Transformative Multiphase Mixed Methods approach to develop a Disaster Literacy Based on Eco-spatial Empowerment (DL-BEE) model which aims to improve the resilience of women survivors of the Semeru eruption in Bumi Semeru Damai (BSD). The research process was carried out in five stages qualitative exploration of BSD eco-spatial conditions quantitative measurement of disaster literacy and women s resilience development of structural models of relationships between variables using SEM-PLS and preparation of an integrative DL-BEE model. This model is built on the IEGC-IPOO framework which combines eco-spatial empowerment GEDSI (Gender Equality Disability and Social Inclusion) principles and the Community-Based Disaster Risk Management (CBDRM) approach. Each stage is analyzed using appropriate methods mdash from Van Manen s hermeneutic phenomenology for migration and risk perception to the Likert and Guttman scales for literacy and resilience measurements. Experts then validate the resulting model through a Likert scale-based assessment instrument to ensure its relevance feasibility and replication potential in other similar contexts. The study results showed that BSD residents have a sense of place towards the hamlet of origin and BSD thus causing short-term domestic and long-term external migration. The sense of place that affects this migration pattern also affects the eco-spatial condition of BSD women. The level of disaster literacy of BSD women is in the medium to high category with the highest achievement in women from Curah Kobokan Hamlet. Women s resilience is also classified as moderate with the dimensions of recovery and coping capacity being the most prominent. The stages of disaster literacy starting from accessing (AC) validating (VA) understanding (UN) applying (AP) and communicating risks (CR) on an ongoing basis have been proven to have a strong tiered relationship and increase resilience. The DL-BEE framework was developed based on the IEGP approach namely integrative IPOO (input output process outcome) ndash Eco-spatial Empowerment ndash GEDSI ndash PRBBK) analysis. This research makes a theoretical contribution to studying spatial and gender-based disaster literacy. In addition it is practically a form of localization of the Sendai Framework for Disaster Risk Reduction (SFDRR) and the Sendai Gender Action Plan (Sendai-GAP). Further research is needed to create the supporting components of DL-BEE implementation.
