Key words Elementary school English for young learners the teaching of English This study is aimed at describing the problems of teaching English to the fourth to sixth graders of SD Negeri Kedungdoro IV-Surabaya especially concerning syllabus process of teaching English materials English teaching media assessment and English teacher s roles. The study employed descriptive-qualitative research design. The data were collected by using a number of instruments (1) questionnaire (2) interview (guideline) (3) documents and (4) class observation. At first the obtained data were analyzed by using frequency counted system to observe percentage. Then the data were interpreted by using descriptive analysis to extract meaning and insight from the data. Generally the finding showed that the problems of teaching English to the fourth to sixth graders of SD Negeri Kedungdoro IV-Surabaya in the academic year of 2009/2010 were related to syllabus process of teaching English materials English teaching media kinds of assessment and teacher s roles. Moreover the elaboration of the findings is as follow (1) the teacher did not develop her own syllabus based on the students (local) need (2) process of teaching English in the school did not meet the particular needs of children in learning English as a foreign language (3) materials used in the school were limited as books teacher s notes in board and photocopiers (4) the teacher did not use any kind of media except herself and board (5) kinds of assessment used were simply as daily exercises class assignment homework midterm test final test and observation (6) the teacher took her role merely as controller informant and evaluator. From the findings it is suggested that (1) for the teacher who misunderstood the term syllabus she needed to be recommended to follow English for young learners workshop seminar or elementary school teacher s meeting discussion in order to have clear understanding of what syllabus is. Accordingly the teacher will have the knowledge of developing syllabus (2) to have a process of teaching English which meet the particular needs of children the teacher not only encouraged the students to have good score in the exam but also needed to get along with the students (3) related to materials used the teacher was suggested that she not only depend on books her notes in the board and photocopiers but also to vary the materials or use more alternative materials (4) in order to make the students become more interested in learning English the teacher was suggested to use various media related to the instructional objectives which are stated in the syllabus (5) for the teacher who assess her students using non-authentic assessment she should be motivated to gain knowledge about the recent issues of assessment (6) related to English teacher s roles the teacher was supposed to improve her characteristics of teaching as teacher of young learners. Besides the school principal is suggested to give more attention and action towards the implementation of teaching English. Coordination between the principal and the English teacher should be made in order to get better result of teaching situation such as arranging English extra curricular facilitating the students with English bulletin board giving short and continual tutorial of English daily conversation to teachers colleague etc.
