Artificial Intelligence is transforming education by enabling personalized adaptive learning through technologies like Intelligent Tutoring System and conversational agents. However unstructured use of AI in classrooms has raised concerns that it may reduce students rsquo critical thinking by providing direct answers without fostering deeper reasoning. This study explores the development of an AI-driven tutoring chatbot designed to support self-regulated learning and critical thinking in Indonesian upper-secondary geography education specifically focusing on the topic of watershed conservation. By integrating Retrieval Augmented Generation (RAG) with Guided Conversational Learning the system addresses common AI limitations such as lack of localized content and pedagogical integration gaps. Grounded in educational theories like constructivism and scaffolding the guided AI promotes active learner engagement and metacognitive reflection. The study adopted a Research and Development (R amp D) design using the Successive Approximation Model (SAM) to iteratively prototype and refine the AI tutoring chatbot. Participants were 59 purposively selected 11th-grade students and Geography teachers with data collected through expert validation the System Usability Scale (SUS) and the User Experience Questionnaire (UEQ). The study results are AI ITC which have been declared valid and suitable for use based on expert validators. The SUS score of 68.5 indicates ldquo Marginal High rdquo usability while UEQ results show consistently positive user experience across all dimensions highlighting enjoyment ease of use and perceived innovation
