This study aims to analyze the strategies of the local government the strategies of local communities as well as the collaborative strategies carried out by both in maintaining the existence of Reog Ponorogo as cultural heritage amidst the challenges of modernization and globalization. By employing a descriptive qualitative approach this research illustrates the government rsquo s role as regulator facilitator and cultural protector while local communities serve as the main actors of preservation in an adaptive and participatory manner. Data were obtained through in-depth interviews participatory observation documentation and literature review and then analyzed using Miles and Huberman rsquo s interactive analysis model. The findings indicate that the government contributes through the integration of Reog into the educational curriculum the organization of cultural festivals digital promotion as well as infrastructure support and training. Meanwhile local communities play a vital role through the training of younger generations innovation in performance forms and the intergenerational preservation of cultural values. Collaborative strategies between both parties are realized in the form of cultural forums synergy in arts programs and institutional strengthening although they still face challenges such as bureaucracy and budget limitations. This study recommends a policy transformation from ceremonial approaches toward regulatory strengthening cultural actor regeneration and institutional networking in order to safeguard Reog as a sustainable cultural identity across generations.
