Abstract This study aimed to examine the phenomenon of illegal street racing the prevention strategies implemented by related parties as well as the challenges and solutions in addressing illegal racing in Trenggalek Regency. Using a descriptive qualitative approach this research described the strategic efforts carried out by the police as law enforcers community leaders as social agents and local residents as elements of participatory supervision. Data were collected through in-depth interviews direct field observations documentation and literature studies and were then analyzed using the interactive analysis model of Miles and Huberman. The results showed that illegal racing frequently occurred at night in several vulnerable spots and mostly involved school-aged teenagers. The main causal factors included the lack of recreational facilities for automotive hobbies weak social control and parental supervision peer group influence and the desire for identity recognition. Prevention strategies conducted by the authorities included intensive patrols vehicle raids legal education in schools and the discourse of constructing a legal racing circuit as an alternative. On the other hand community leaders also played a role in social mediation efforts and in strengthening values of discipline. The main challenges faced included limited human resources operational budget constraints and the low level of legal awareness among teenagers. This study recommended the establishment of multi- stakeholder synergy through integrated prevention forums community-based education reinforcement and the development of creative alternative platforms to maintain sustainable public order in semi-urban areas such as Trenggalek.
