This study aims to test the validity of the Medicine Ball Throw instrument as a measure of arm power in volleyball athletes in the Training to Train phase. This study uses the Research and Development 4D instrument development method (Thiagarajan 1976) involving 55 volleyball athletes aged 12-16 years. Validity testing was conducted using the Pearson Product Moment Correlation Technique. The results of the analysis show that the Medicine Ball Throw instrument has a high correlation with a value of r 0.575 and the instrument is declared valid as a measuring tool. Compared to existing instruments such as the Medicine Ball this instrument meets the criteria and is suitable for use. This research provides more specific and accurate measurement instruments to evaluate athlete performance assist in the talent identification process and support better performance-based athlete training.
