This research aims to develop an English vocabulary learning application to strengthen the vocabulary mastery of primary school EFL students especially fourth grade students. Following the workflow of the ADDIE model of instructional media development the Research and Development study employed the Analyze Design Develop Implement and Evaluation stages. During the analysis stage the need for an English vocabulary learning application that encourages vocabulary mastery development was confirmed through observation and interviews. To develop vocabulary mastery in young language learners the design stage established the learning objectives regarding vocabulary acquisition verb form mastery and sentence construction in contextual usage. In the development stage a prototype of the English vocabulary learning application was validated by two experts expertise in young learners and learning media also English teacher. The implementation stage which was in the form of a small-scale tryout was conducted in one private elementary school in East Java Indonesia where data were collected from a questionnaire and interview. Results of the try-out show that both the teacher and students found the learning application to be effective engaging and easy to use while noting a growth in students understanding and use of target vocabulary. Furthermore the teacher suggested adding a scoring system to further motivate students. Overall the developed application shows some potential to support vocabulary learning and can be used as supplementary instructional media in primary EFL classrooms.
