This study aims to develop a form of locomotor non-locomotor and manipulative games based on basic swimming skills for students in grades III and IV (phase B) at Asy-Syarif Islamic School Mojokerto Regency. The background of this study departs from the problems in swimming lessons which tend to be monotonous and have not used a fun approach so that many students feel afraid and less enthusiastic in participating in these activities. The development model used in this research is the Research and Development (R amp D) method with the Borg and Gall approach which is simplified into seven stages. The product developed is an E-book containing a water game model designed to foster courage improve motor skills and foster students confidence in learning to swim. The results of validation by media experts physical education learning experts and game experts show that the product is suitable for use with validation scores of 98.29% 93.14% and 85.00% respectively. Small and large group trials also showed a high level of product effectiveness namely 86.35% and 88.51%. The conclusion of this study is that the developed game model is effective in improving basic swimming skills and creating a fun and interactive learning atmosphere for phase B students.
