Key words circular board speaking ability young learners Speaking is an essential skill that should be taught in the primary school. It is in line with the objectives of the teaching English to young learners as stated in the Standards of Content of 2006.It is said that one of the purposes of teaching English in elementary school is to develop communication competence in limited way as accompanying action in school context. Furthermore the teaching of English in elementary schools should cover limited oral communication in which reading and writing play as supporting skills to the teaching and learning of the communication competence. In teaching speaking to young learners media play a significant role in helping students to learn. However it is still difficult to find suitable media for them. This problem occurs in SDN Pandanwangi V Malang. Also there is no medium for teaching and learning activity. Hence this research aims at developing an instructional medium in the form of a circular board which can be used to help students learn speaking. In developing the circular board the researcher adapted research and development framework by Borg and Gall (1983). There are eight steps administered during the development namely (1) need analysis (2) the product development (3) product validation (4) product revision (5)product try-out (6) product revision (7) product try-out and (8) producing the final product. The material is developed based on the basic competence of speaking for fifth graders in second terms. During the try-out the medium attracted the students. They were interested in the presentation of the circular board as well as the teaching material in it. The students were enthusiastic and they were willing to speak with the help of the circular board. As a result the researcher found that English circular board is applicable to be used as an instructional medium. The result of this research and development is a set of circular board consisting of a circular board and twelve cards. The circular board has two layers with 80 centimetres in diameter. The first layer is a circular board which has been divided into six parts. The second layer has two parts being cut so that the illustrations on the first layer can be seen. Furthermore there are twelve cards provided with the board with 19.5 centimetres in width and 23.5 cm centimetres in length. The six first cards contain illustrations related to shopping items whereas the remaining cards contain the price tags. Referring to the result of the try-out it is expected that the circular board is applicable to be used as an instructional medium to encourage young learners to speak.
