Penilaian dalam Kurikulum 2013 mencakup tiga aspek yaitu pengetahuan keterampilan dan sikap. Kurikulum 2013 menekankan penilaian yang menuntut peserta didik mempunyai keterampilan berpikir tingkat tinggi atau higher order thinking skills (HOTS). Keterampilan berpikir tingkat tinggi merupakan keterampilan berpikir yang melibatkan proses menganalisis mengevaluasi dan mencipta. Penelitian pengembangan ini bertujuan untuk menghasilkan dan menentukan tingkat validitas isi instrumen asesmen pemahaman konseptual berorientasi HOTS keterampilan proses sains dan sikap terhadap sains pada bahan kajian hidrokarbon dan minyak bumi. Penelitian pengembangan ini dirancang dengan 3D dari model-4D yang terdiri dari defining (membatasi) designing (merancang) dan developing (mengembangkan). Pada tahap defining dilakukan analisis pendahuluan dan analisis isi instrumen. Pada tahap designing dilakukan merancang isi dan format instrumen asesmen. Pada tahap developing dilakukan penyusunan draf awal instrumen asesmen kajian bersama dosen pembimbing penyusunan draf lanjut instrumen asesmen finalisasi instrumen asesmen revisi terhadap instrumen asesmen sebelum validasi validasi instrumen asesmen revisi terhadap instrumen asesmen hasil validasi dan cetak instrumen asesmen. Tahap akhir dari model-4D yaitu disseminating tidak dilakukan. Hasil validasi isi instrumen asesmen oleh tiga validator menunjukkan bahwa 77 dari 90 soal pemahaman konseptual terkategori sebagai soal HOTS dengan kriteria sangat valid dan rentang skor 90 91% - 100%. Sementara itu 60 soal keterampilan proses sains dinyatakan sangat valid dengan rentang 94 70% - 100%. Sedangkan 55 butir pernyataan sikap terhadap sains dinyatakan sangat valid dengan rentang 86 67% - 100%. Hasil validasi performansi memperoleh persentase rata-rata 91 67% dengan kriteria sangat valid. ABSTRACT Amin Dwi Isnaini. 2017. In the Curriculum 2013 there are three aspects of assessment namely knowledge skills and attitudes. Curriculum 2013 emphasizes an assessments that require learners to have higher order thinking skills (HOTS). High-level thinking skills are thinking skills that involve the process of analyzing evaluating and creating. The purpose of this development research is to produce and determine the level of content validity of the conceptual understanding assessment instrument on higher order thinking skills (HOTS) science process skills and attitudes toward science on hydrocarbon and petroleum. This development research was designed with 3D from 4D models consisting of defining designing and developing. At the defining stage preliminary analysis and content analysis of the instrument are performed. The designing stage was to design the content and format of the assessment instrument. In the developing stage the initial draft of the assessment instrument the study with the supervisor the further draft of the assessment instrument the finalization of the assessment instrument the revision of the assessment instrument before validation the validation of the assessment instrument the revision of the validation assessment instrument and print of the assessment instrument. The final stage of the 4D model disseminating was not done. The results of content validity to assessment instrument by three validators show that 77 of 90 conceptual understanding questions are categorized as HOTS with very valid criteria and score range 90.91% - 100%. Meanwhile 60 science skills processing skills questions are stated very valid with range 94.70% - 100%. Meanwhile 55 statements about attitudes toward science is stated very valid with range 86.67% - 100%. Performance validation results obtained an average percentage of 91.67% with very valid criteria.
