Based on observations SDN Karangbesuki 4 in the fourth grade social studies teacher in the learning still tend to use methods of classical learning the lecture method of learning activities are dominated only by the teacher. Students simply be a passive listener. Such learning activities lead to the ability of each individual is neglected so that students learning interests are reduced and low learning results standards have not yet reached mastery learning hence to lead to change for the better in the learning of Social Sciences (IPS) in the SDN Karangbesuki 4 Malang District Sukun researchers try to apply the learning environment with the use of the CTL approach to improve learning outcomes IPS fourth grade elementary school. This study was designed to use the Classroom Action Research consists of two cycles. Each cycle includes the step of planning action observation and reflection. The subjects are subjected to the action are the entire fourth grade students of SDN Karangbesuki 4 Malang. The instruments used in this study is to test interview and observation. The results are presented as follows (1) The results showed that the average scores from pre-action class I to cycle II cycle increases. Student learning outcomes are pre-action at 58.82 (table 4.1) rose at 70.73 in the first cycle to second cycle student learning outcomes to be 79.41. classical completeness learning students increased on pre-action is classically exhaustiveness 32.35% 79.41% in cycle I and cycle II at 88.23%. Implementation of the learning environment by making use of CTL such as the existence of concrete pots craftsmen students are actively involved in learning. Students are more enthusiastic more courageous to ask or respond to inquiries from friends or from teachers and more creativity in learning. Activities (processes) were analyzed in order to obtain the average grade at a meeting of one cycle is 70.4. second meeting is 77.20. The average value of the first meeting on the second cycle is 88.38 and at the second meeting is 95.64. Advice from the utilization of research is the application of the learning environment in the CTL approach should be developed to implement environment-based learning in accordance with Education Unit Level Curriculum (SBC).
