Sugiyanto S.T. M.T. (II) Pranoto S.T. M.T. Keywords The Performance Of The Service The Train Tawang Alun Train services from time to time progression due to the demands of the users of the service along with skyrocketing rates. With the rise in rates will cause the pros and cons among the users of railway services. For it is need for evaluation of the level of fares between rail services. Object of research namely Malang-Banyuwangi because one middle rail routes which are experiencing rising rates of over 100%. The goals of this research are (1) to know the performance of the service users train Tawang Alun majors Malang-Banyuwangi (2) to find out the compliance rates are based on Ability To Pay (ATP) and the Willingness To Pay (WTP) Tawang train users. Method using the method of survey interview. Population of 500 passengers with the number of samples as much as 205 respondents. Data analysis to find out the level of satisfaction importance and suitability of the tariff used descriptive analysis with quantitative approaches and methods of IPA (Importance Performance Analysis) a method of ATP and WTP. The results showed that (1) the performance of service based on the method of the IPA the IPA quadrant becomes top priority improvement is the availability of a mild fire extinguishers seating comfort the comfort of a toilet a light to read comfort facilities restoration existence of information travel disruption. (2) the results of the analysis of the Ability To Pay (ATP) ATP an average of Rp. 59 166 -ATP values were below the current rate of Rp. 62 000 -. From an analysis of the Willingness To Pay (WTP) an average WTP of Rp. 57 085 -. While the current rate of Rp. 62 000.0. WTP values obtained under ticket and ATP. In this condition then it is still possible the value is increasing with the level of service railway repair Tawang Alun.
