Kata Kunci Pertumbuhan Ekonomi Aglomerasi Industri Manufaktur Tenaga Kerja dan Indeks Pembangunan Manusia Pertumbuhan ekonomi merupakan masalah perekonomian bagi suatu negara dalam jangka panjang karena pertumbuhan ekonomi mengukur prestasi dari perkembangan suatu perekonomian dari suatu periode ke periode berikutnya. Pertumbuhan ekonomi di Kota Surabaya pada tahun 2015 di bulan januari sampai maret mengalami penurunan sebesar 6% maka dari itu perlu dilakukan analisis faktor-faktor yang mempengaruhi pertumbuhan ekonomi. Beberapa faktor tersebut diantaranya adalah faktor aglomerasi industri manufaktur tenaga kerja dan Indeks Pembangunan Manusia (IPM). Penelitian ini merupakan penelitian kuantitatif dan jenis penelitian ini adalah penelitian korelasional untuk mengetahui hubungan variabel bebas terhadap variabel terikat. Daerah penelitian ini ada di sembilan kecamatan yang merupakan kawasan industri. Kawasan industri manufaktur yang ada di Kota Surabaya diantaranya adalah Kecamatan Asemrowo Kecamatan Benowo Kecamatan Gunung Anyar Kecamatan Kenjeran Kecamatan Pabean Kecamatan Rungkut Kecamatan Tandes Kecamatan Tambak Sari dan Kecamatan Tenggilis Mejoyo. Tujuan penelitian ini adalah untuk mengetahui hubungan aglomerasi industri manufaktur tenaga kerja dan indeks pembangunan manusia (IPM) terhadap pertumbuhan ekonomi Kota Surabaya tahun 2011-2015. Metode analisis aglomerasi industri menggunakan rumus indeks balassa. Analisis data yang digunakan yaitu tabulasi tunggal dan uji statistik spearman rank. Hasil analisis uji spearman rank menunjukkan bahwa selama lima tahun terakhir variabel dependen yaitu aglomerasi industri manufaktur tenaga kerja dan indeks pembangunan manusia (IPM) berhubungan terhadap pertumbuhan ekonomi di Kota Surabaya pada tahun 2011-2015. Aglomerasi industri memiliki hubungan yang kuat adanya aglomerasi dapat menghemat biaya produksi suatu barang dan jasa karena industri yang berdekatan. Saran yang diajukan berdasarkan penelitian ini adalah (1) Kota Surabaya memiliki jumlah tenaga kerja yang besar sebaiknya dapat diimbangi dengan adanya kualitas tenaga kerja dengan meningkatnya kualitas tenaga kerja maka produktivitas akan meningkat dan lebih baik lagi. (2) Pemerintah pusat atau daerah diharapkan dapat memberikan atau mengeluarkan kebijakan-kebijakan yang dapat lebih meningkatkan IPM Kota Surabaya. ABSTRACT Al Istiqomah. 2016. Keywords Economic growth the agglomeration of manufacturing industry labor and human development index Economic growth is a problem for the country s economy in the long run because the economic growth measure achievements of an economy development in a period into the next period. Economic growth in Surabaya city by 2015 in January to March decreased by 6% therefore it needs to be done analysis of the factors that affect economic growth. Some of these factors include the agglomeration factors manufacturing industry labor and human development index (HDI). This research is quantitative research and the kind of this research is the correlational research to know the influence of the free variable against bound variable. This research area is on nine subdistrict which is an industrial area. The area of the manufacturing industry which is in the Surabaya city were Asemrowo Subdistrict Benowo Subdistrict Gunung Anyar Subdistrict Kenjeran Subdistrict Pabean Subditrict Rungkut Subdistrict Tandes Subdistrict Tambak Sari Subdistrict and Tenggilis Mejoyo Subdistrict. The purpose of this research is to know the relationship of the agglomeration of manufacturing industry labor and human development index (HDI) of economic growth in the city of Surabaya in 2011-2015. Industrial agglomeration analysis method using the balassa index formula. The analysis of the data used namely a single tabulator and spearman rank test statistics. Spearman rank test analysis results showed that over the last five years the dependent variable i.e. the agglomeration of manufactur industry labor and human development index (HDI) effect on economic growth in the Surabaya city in 2011-2015. Industrial agglomeration has a strong relationship the existence of agglomeration can save the cost production of goods and services because the adjacent industries. Suggestions put forward on the basis of this study are (1) The Surabaya city has a large amount of manpower should be balanced with the quality of the workforce with the rising quality of manpower then it will increase productivity and better yet. (2) The Central Government or the regions expected to give or issuing policies that can further enhance the HDI of Surabaya city.
