Kata kunci implementasi peraturan daerah KTR Adanya peraturan daerah Kota Probolinggo nomor 12 tahun 2012 mengenai Kawasan Tanpa Rokok (KTR) dikarenakan adanya keluhan dari masyarakat khususnya perokok pasif yang terganggu dengan adanya perokok aktif yang sering merokok disembarang tempat. Diketahui penerapan KTR di SMK Negeri 2 Probolinggo belum berjalan maksimal. Penelitian ini dilaksanakan dengan tujuan untuk mengetahui implementasi terhadap input proses dan output Kawasan Tanpa Rokok (KTR) di SMK Negeri 2 Probolinggo. Penelitian ini menggunakan rancangan penelitian mix method kuantitatif kualitatif dengan pendekatan fenomenologi. Jumlah sampel angket sebanyak 323(tigaratus duapuluh tiga) responden dan narasumber 2 (dua) orang. Pemilihan sampel menggunakan teknik proportioned strastified random sampling serta pengumpulan data menggunakan teknik angket dan wawancara mendalam. Instrumen penelitian berupa angket dan panduan wawancara mendalam. Proses analisis data dalam penelitian ini menggunakan analisis deskriptif frekuensi dan didukung dengan hasil wawancara. Berdasarkan hasil analisis data tersebut diperoleh tiga simpulan hasil penelitian sebagai berikut. Pertama mengenai input implementasi KTR di SMK Negeri 2 Probolinggo tergolong kurang baik. Didukung dengan adanya kebijakan tertulis kawasan tanpa rokok tergolong baik. Adanya tenaga yang ditugaskan untuk memantau kawasan tanpa rokok tergolong kurang baik dan adanya media promosi larangan merokok tergolong kurang baik Kedua mengenai proses implementasi KTR tergolong kurang baik. Didukung dengan terpasangnya aturan KTR dan larangan merokok tergolong kurang baik. Terpasangnya tanda KTR tergolong kurang baik pembagian tugas dan tanggungjawab petugas KTR tergolong kurang baik dan sosialisasi KTR tergolong kurang baik Ketiga mengenai output implementasi kawasan tanpa rokok tergolong kurang baik. Didukung dengan lingkungan belajar mengajar bebas dari asap rokok tergolong kurang baik. Given the implementation of KTR in SMK Negeri 2 Probolinggo has not run optimally This research was conducted with the aim to know the implementation of input process and output of No Smoking Area (SFA) in SMK Negeri 2 Probolinggo. This research uses the research design of qualitative quantitative mix method with phenomenology approach. Number of questionnaire samples counted 323 (three hundred twenty three) respondents and resource persons 2 (two) persons. The sample selection using proportioned strastified random sampling technique and data collection using questionnaire technique and in-depth interview. The research instrument is inquiry and in-depth interview guide. The process of data analysis in this study using descriptive frequency analysis and supported by the results of interviews. Based on the results of data analysis obtained three conclusions of research results as follows. The first concerning the input implementation of SFA in SMK Negeri 2 Probolinggo is bad. Supported by the policy written area without smoking is good. The existence of personnel assigned to monitor the area without cigarettes classified as bad and the media promotion of smoking bans classified as bad. The second about the implementation process SFA classified as bad. Supported by the inclusion of SFA rules and smoking ban classified as bad. The inclusion of SFA signs is bad the division of duties and responsibilities SFA officers classified as bad and SFA socialization classified as bad. Third about the implementation of the implementation of non-smoking areas classified bad. Supported by teaching and learning environment free of cigarette smoke classified as bad. Smokers smoking outside the area without cigarettes classified as bad and about sanctions violators without smoking areas are bad.
