Kegiatan literasi mulai dikembangkan oleh pemerintah dengan program wajib berupa Gerakan Literasi Sekolah atau GLS. Penelitian yang dilakukan oleh PISA pada tahun 2006 dan 2011 menunjukkan bahwa kemampuan literasi siswa Indonesia tergolong rendah. Oleh karena itu menguak problematika pengembangan kemampuan literasi dasar siswa di sekolah akan berguna untuk mengetahui permasalahan yang menyebabkan rendahnya kemampuan literasi siswa. Tujuan penelitian ini adalah untuk mendeskripsikan (1) sumber problematika pengembangan kemampuan literasi dasar siswa SMP di Kota Malang dan (2) wujud problematika pengembangan kemampuan literasi dasar siswa SMP di Kota Malang. Penelitian ini menggunakan pendekatan kualitatif dengan desain penelitian deskriptif. Objek penelitian ini adalah seluruh elemen yang terkait dalam kegiatan literasi di sekolah baik guru siswa warga sekolah lingkungan sekolah dan program kegiatan literasi di sekolah. Data penelitian berupa data tertulis dan lisan. Instrumen yang digunakan adalah (1) angket penelitian (2) pedoman observasi dan (3) pedoman wawancara. Teknik pengumpulan data dilakuakan dengan melakukan kegiatan menyebar angket observasi dan wawancara pada sekolah yang diteliti. Kegiatan analisis data dilakukan dengan cara (1) reduksi data (2) penyajian data dan (3) menarik kesimpulan. Berdasarkan hasil analisis data diperoleh simpulan sebagai berikut. Terdapat problematika pengembangan kemampuan literasi dasar siswa SMP di Kota Malang. Pertama sumber problematika yang paling menonjol adalah bersumber dari guru. Selain dari guru sumber problematika juga bersumber dari siswa program kegiatan literasi dan fasilitas. Kedua wujud problematika yang paling menonjol adalah tidak terciptanya susana lingkungan sekolah yang literat. Berdasarkan simpulan hasil penelitian dapat dikemukakan saran sebagai berikut. Pertama guru/pendidik hendaknya dapat menjalankan perannya sebagai model dari kegiatan literasi di sekolah. Selain itu siswa juga harus mengikuti aturan dari kegiatan literasi yang telah ditetapkan sekolah.. Kedua sekolah hendaknya dapat menciptakan suasana lingkungan yang literat dengan melengkapi fasilitas penunjang kegiatan literasi dan mengembangkan kegiatan literasi secara menyeluruh. Basic literacy is language skill which the main activities are reading-thinking-writing. Literacy activity started to be developed by the government with a mandatory program called Gerakan Literasi Sekolah or GLS. The study that was conducted by PISA on 2006 and 2011 showed that Indonesian students literacy ability was classified as low. Therefore revealing the problematic development of basic literacy ability of students in the school would be useful to know the problems that cause low literacy ability of the students. This study aimed to describe (1) the source of problematic development of basic literacy ability of Junior High School students in Malang city and (2) the form of problematic development of basic literacy ability of Junior High School students in Malang. This study used qualitative approach with descriptive research design. The objects of this study were all the elements that were related in the literacy activities in the school. The data of the study were in the form of written and oral. The instruments that were used were (1) research questionnaire (2) observation guidelines and (3) interview guidelines. The collection data technique was conducted with the activities of spreading questionnaire observation and interview in the school studied. The data analysis activities were conducted using (1) data reduction (2) data presentation and (3) drawing conclusion. Based on the data analysis obtained the following conclusions. There was a problematic development of basic literacy ability of Junior High School students in Malang. First the most prominent problematic source came from the teacher. Besides from the teacher the problematic sources were also came from the students literacy activities program and the facilities. Second the most prominent problematic form of was the non-creation of a literary school environment. Based on the conclusion of the study results could be put forward as follows. First the teachers should implement their role as the model of literacy activities in the school. Besides that students also have to follow the rules of the literacy activities that have been set in the school. Second the school should create literary school environment with complete supporting facilities and develop overall literacy activities.
