ABSTRAK Septyani Cindy. 2017. Pengelolaan Program Gerakan Literasi di Sekolah. Skripsi Jurusan Sastra Indonesia Fakultas Sastra Universitas Negeri Malang. Pembimbing Prof. Dr. Suyono M.Pd. Kata Kunci literasi pengelolaan program program gerakan literasi gerakan literasi di sekolah Sebagian besar proses pendidikan bergantung pada kemampuan dan kesadaran literasi. Budaya literasi memengaruhi tingkat keberhasilan siswa baik di sekolah maupun dalam kehidupan bermasyarakat. Gerakan literasi di sekolah merupakan program yang digiatkan pemerintah guna meningkatkan kemampuan siswa dalam berliterasi. Olehkarenaitu pengelolaan program gerakan literasi di sekolah perlu diterapkan sekolah sebagai upaya pengoptimalan gerakan literasi. Tujuan penelitian ini ada tiga yaitu mendeskripsikan (1) perencanaan program gerakan literasi di sekolah (2) pelaksanaan program gerakan literasi di sekolah (3) evaluasi dan tindak lanjut program gerakan literasi di sekolah. Metode penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini dilakukan di SMAN 5 Malang SMAN 7 Malang dan SMAN 8 Malang. Data penelitian ada tiga yaitu (1) data perencanaan program gerakan literasi di sekolah (2) data pelaksanaan program gerakan literasi di dalam kelas dan di luar kelas serta (3) data evaluasi dan tindak lanjut program gerakan literasi di sekolah. Sumber data yang digunakan oleh peneliti adalah guru koordinator program gerakan literasi guru mata pelajaran lingkungan sekolah dan siswa. Instrumen penelitian meliputi pedoman observasi wawancara dan analisis dokumen. Teknik pengumpulan data yang dilakukan adalah observasi wawancara dan studi dokumentasi. Teknik analisis data yang dilakukan adalah reduksi data penyajian data dan penarikan kesimpulan. Berdasarkan hasil paparan data dan pembahasan dapat diperoleh kesimpulan bahwa perencanaan program gerakan literasi di SMAN 5 Malang SMAN 7 Malang dan SMAN 8 Malang direncanakan oleh guru koordinator program gerakan literasi yang meliputi perencanaan kegiatan program perencanaan pembiayaan program perencanaan sarana dan prasarana program serta perencanaan personil program. Hasil tersebut dibuktikan dengan adanya dokumen Rencana Aksi Gerakan Literasi di Sekolah dan wawancara dengan tim pelaksana gerakan literasi. Pelaksanaan program gerakan literasi di SMAN 5 Malang SMAN 7 Malang dan SMAN 8 Malang dilaksanakan oleh seluruh warga sekolah pada kegiatan literasi di dalam kelas yang meliputi kegiatan 15 menit membaca sebelum pembelajaran dimulai kegiatan membuat ikhtisar atau rangkuman dalam kegiatan berliterasi kegiatan menyampaikan isi bacaan yang dibaca secara lisan dalam kegiatan berliterasi kegiatan pengadaan sudut baca di setiap kelas dan di luar kelas yang meliputi kegiatan pengadaan area baca selain di dalam kelas dan di perpustakaan kegiatan pelibatan publik (pameran buku/ bazar buku) kegiatan festival atau lomba-lomba berbasis literasi. Hasil tersebut terekam dalam observasi wawancara dan studi dokumen. Evaluasi dan tindak lanjut program gerakan literasi di SMAN 5 Malang SMAN 7 Malang dan SMAN 8 Malang yaitu dengan menjabarkan proses evaluasi program gerakan literasi dan aspek-aspek yang dievaluasi dalam program gerakan literasi. Hasil tersebut terekam dalam wawancara dan studi dokumen. Penelitian ini memberikan manfaat dan acuan bagi kepala sekolah pengelola guru dan peneliti lain. Bagi kepala sekolah pengelolaan program gerakan literasi di sekolah supaya dimaksimalkan yaitu dengan melakukan evaluasi program secara menyeluruh untuk memudahkan dalam mengidentifikasi adanya kekurangan maupun kelebihan dalam penyelenggaraan program. Bagi pengelola pengorganisasian dan pembagian tugas supaya diperjelas sehingga masing-masing pengelola bisa lebih bertanggung jawab dalam menjalankan tugasnya sesuai dengan struktur organisasi yang telah dibuat. Bagi guru peran guru lain supaya lebih ditingkatkan meskipun dalam struktur tidak termasuk pada jajaran pengelola karena tanggung jawab dari penyelenggaraan program merupakan tanggung jawab bersama. Bagi peneliti lain supaya bisa melakukan penelitian yang lebih mendalam lagi mengenai pengelolaan program gerakan literasi di sekolah dan tidak hanya meneliti di tingkat SMA saja. The literacy movement in schools is a program that is intensified by the government in order to improve students ability in literacy. Therefore the management of literacy movement programs in schools need to be implemented by schools as an effort to optimize the literacy movement that is being intensified by the government. The objectives of this research are three (1) planning of literacy movement program at school (2) implementation of literacy movement program at school (3) evaluation and follow up of literacy movement program at school. This research method using qualitative research with descriptive research design. This research was conducted at SMAN 5 Malang SMAN 7 Malang and SMAN 8 Malang. The research data are three (1) planning of literacy movement program at school (2) implementation of literacy movement program at school and (3) evaluation and follow up of literacy movement program at school. The data sources used by researchers are teacher coordinator of literacy movement program subject teachers school area and students. Research instruments include observation guides interview guides and document analysis guidelines. Data collection techniques are observation interview and documentation study. Data analysis techniques performed by data reduction data presentation and conclusion. Based on the result of data exposure and discussion it can be concluded that the planning of literacy movement program at SMAN 5 Malang SMAN 7 Malang and SMAN 8 Malang is planned by the teacher of literacy movement coordinator program which includes the objective planning and program content program financing planning Programs and personnel program planning. The result is evidenced by the document management program of literacy movement in schools. Implementation of literacy movement program SMAN 5 Malang SMAN 7 Malang and SMAN 8 Malang implemented by all citizens of the school on literacy activities in the classroom and outside the classroom. This can be seen with the activity of 15 minutes reading before the learning begins the activities to make an overview or summary on literacy activities the activities convey the reading content read orally on literacy activities procurement activities reading corner in each class procurement activities other than the classroom reading And in libraries public engagement events (book fairs) and literacy-based festivals or competitions. Evaluation and follow-up of the literacy movement program SMAN 5 Malang SMAN 7 Malang and SMAN 8 Malang is by describing the evaluation process of the literacy movement program and what aspects are evaluated in the literacy movement program. This study provides benefits and reference for principals managers teachers and other researchers. For the principal the management of the literacy movement program in the school to be maximized is to conduct a comprehensive program evaluation to facilitate in identifying any deficiencies or advantages in the implementation of the program. For managers organizing and division of tasks to be clarified so that each manager can be more responsible in carrying out their duties in accordance with the organizational structure that has been made. For teachers the role of other teachers should be improved even though the structure is not included in the management ranks because the responsibility of the program is a shared responsibility. For other researchers to be able to do more in-depth research on the management of literacy movement programs in schools and not just researching at high school level only.
