Keywords development instruction model open problem solving creativity The purpose of this research is to produce an open problem solving mathematics learning model to help students develop their creativity which meets the criteria of validity practicality and effectiveness. This study follows the instruction development model developed by Plomp (2007). Meanwhile the components of instruction model used adopt Joyce and Weil (2009). The development model is included into a model book. To implement the mathematics instruction model the researcher also develops supporting systems which include lesson plan teacher handbook and student handbook. The quality of the developed products (Model book teacher handbook student handbook and lesson plan) was evaluated based on the product development evaluation developed by Neeven (2007) which includes validity by three validators practicality and the effectiveness of field experiment by three observers. The experiment was conducted three times carried out by a teacher who taught three classes at grade VIII. Results of the first experiment show that the criteria of practicality and effectiveness had not yet been achieved because the students activities and creativity were classically still low. For this reason the researcher revised the product by adding more detailed information namely reflection activities for the teacher and students. In the second experiment the criteria of practicality were achieved (1) learning fulfilment was high (2) the students were active and (3) the students response was positive. However the criteria of effectiveness had not been achieved because the percentage of students who belonged to high category still did not meet the expectation. In the third experiment the criteria of practicality were achieved. The criteria of effectiveness were also obtained (1) the students learning outcome classically had met the criteria (2) the students creativity was also high and (3) the percentage of students with high creativity had also fulfilled the criteria. Accordingly further experiment did not need to be done. Based on the results the researcher has the following recommendation (1) the application of the model PMT by mathematics teachers in order to develop the creativity of students teachers are expected to not directly answer the question students but raise questions feedback that directs students to the problem it proposes (2) in this study researchers did not develop an instrument specifically for components social system and the principle of reaction therefore for enthusiasts who are interested in doing further research on this model needs to be developed instruments for the social system components and instruments for the reaction principle so get a clearer description of these two components.
