In an era when English is greatly increasing in importance outstanding English teachers are needed to help reach the goal of national education. But who are the outstanding English teachers This study aims at finding out the professional competences of exemplary English teachers in high schools. The research problem is further elaborated into three questions 1) what competences do the exemplary English teachers possess 2) how do they get the competences and 3) how did they get nominated as exemplary teachers This study uses the ethnographic design in which data are collected by means of observations which are supported by interviews and questionnaires. The questionnaires are distributed to teachers of other subject matters and the English teachers while the interviews are conducted with the Principals of the subjects the students and the teachers of other subject matters as well as the exemplary teachers themselves. These other interviewees are then called informants while the exemplary teachers are the subjects. The observations are done in the exemplary teachers classrooms and outside their classes to know their performance in teaching and the interaction with the students and other members of the school community. This study is conducted in four sites Malang city Lawang (Malang Regency) Sidoarjo Regency and Solok Regency West Sumatra. The schools comprise of one SMA (SMA N 8 MALANG) and three SMPs (SMP N I SIDOARJO SMP N 3 X KOTO SINGKARAK SOLOK and SMP N I LAWANG). The rationale for choosing the sites is that the English teachers from those places were nominated by participants in the researcher s trainings and workshops and they showed outstanding participation in all activities helpfulness towards other participants and outstanding achievement in the overall evaluation of the trainings/workshops. Moreover the schools where they teach provide a variety of contexts for the study the Senior High School is in Malang city one Junior High School is in a big modern regency (Sidoarjo) another is in a small regency town with strict Moslem situations (Solok) and the last is in a small district in Malang Regency. As an ethnographic study data are collected through numerous visits to the sites where the researcher plays the role of a learner rather than an expert. The researcher gets involved in many activities in school and observes the subjects in passive-participatory observations. Besides the four subjects however the researcher also collects supplementary data in the form of questionnaires opinion poll and interviews with teachers outside of the four sites. Findings from the study reveal that three of the four subjects do have the professional competences that make them exemplary teachers. They are nominated by the students colleagues and principals who state similar things about them. One nominated teacher is not according to the researcher quite exemplary. What is interesting is that in all the four sites which have different situations and settings informants have very similar views and expectations on what they call the characteristics of exemplary teachers. They correspond with the competence standards outlined by the Board for National Standards of Education (BSNP) only the standards yielded in this study focus more on the Secondary school EFL teachers as stated by the informants. Another thing the three subjects have in common is the way they obtain their competences. They have all passed certification assessment and they are all active in MGMP therefore they know how important it is to develop professionalism. They try to improve and develop their professional competence by attending conferences and workshops for in-service training and they are also invited to give trainings at other schools and sometimes at the provincial level. In short they are professional teachers who are willing to share their skills knowledge and expertise with others and they are good people who make English fun to learn. Based on the conclusion of this study the researcher poses a theory of the profile of an exemplary English teacher and what criteria should be used to assess her. An exemplary English teacher for High Schools in Indonesia should be one who most of all has outstanding personal competences. These competences will then lead her to other competences i.e. the pedagogical subject matter and social competences. They should all go hand in hand and complement each other but still the personal competence gets the biggest weight.
