Berdasarkan data hasil observasi awal dilapangan diketahui bahwa (1) hasil belajar IPS siswa kelas VII-1 SMP Negeri 27 Malang masih rendah terbukti dengan ketuntasan klasikal dari hasil ulangan harian siswa hanya sebesar 47%. (2) motivasi belajar siswa rendah hal ini dapat dilihat dari perhatian siswa yang tidak fokus terhadap materi pelajaran yang disampaikan oleh guru tidak serius dalam mengerjakan tugas yang diberikan kurangnya keberanian siswa dalam mengungkapkan pendapat serta mengajukan pertanyaan berbicara dengan temanya pada saat pembelajaran melamun mengantuk dan bermain sendiri pada saat mengikuti pelajaran. Tujuan dari penelitian ini adalah untuk mendeskripsikan penerapan model pembelajaran Numbered Heads Together (NHT) dan Carousel Feedback (CF) untuk meningkatkan motivasi dan hasil belajar siswa kelas VII-1 SMP Negeri 27 Malang pada materi Kegiatan Ekonomi. Jenis penelitian yang digunakan dalam penelitian ini yaitu penelitian tindakan kelas (PTK) yang dilaksanakan dalam dua siklus dengan subjek penelitian sebanyak 36 siswa kelas VII-1 SMP Negeri 27 Malang. Data dikumpulkan melalui penyebaran angket motivasi observasi dan tes hasil belajar siswa yang dilakukan pada akhir setiap siklus. Hasil penelitian menunjukkan bahwa model pembelajaran Numbered Heads Together (NHT) dan Carousel Feedback (CF) dapat diterapkan dengan baik pada mata pelajaran IPS terbukti dengan diperolehnya (1) hasil observasi keterlaksanaan model pembelajaran oleh guru pada siklus I 78 06% dan siklus II 86 38% mengalami peningkatan 8 32%. Hasil observasi keterlaksanaan model pembelajaran oleh siswa pada siklus I 76 53% dan siklus II 82 69% mengalami peningkatan 6 16%. (2) motivasi siswa pada siklus I 74 03% dan pada siklus II 83 34% mengalami peningkatan 9 31%. (3) hasil belajar siswa pada siklus I 77 78% dan pada siklus II sebesar 94 44% mengalami peningkatan 16 66%. Peningkatan pada siklus II dikarenakan telah dilakukannya perbaikan dari refleksi siklus I yaitu dengan memberikan penguatan keyakinan kepada setiap diri siswa agar tidak takut untuk bertanya dan tidak boleh merasa takut salah ketika ingin mengungkapkan pendapatnya serta menyusun ulang meja tempat pemberian umpan balik dari hasil kerja setiap kelompok. Saran yang dapat disampaikan berdasarkan hasil penelitian (1) hendaknya guru memaksimalkan dalam pengelolaan kelas agar suasana kelas menjadi lebih tenang dan kondusif (2) hendaknya guru lebih rinci dalam menjelaskan sintaks model pembelajaran Numbered Heads Together (NHT) dan Carousel Feedback (CF) agar siswa benar-benar paham dan tidak ada kebingungan pada saat pembelajaran berlangsung (3) hendaknya guru memberikan penguatan keyakinan kepada setiap siswa agar tidak takut bertanya dan takut salah dalam megungkapkan pendapat (4) bimbingan dan arahan dari guru hendaknya lebih intensif. Based on the data of pre-observation of the field it is known that (1) the result of the students social study at grade VII-1 of SMP Negeri 27 Malang is still low with the classical completeness of the students daily examination is only 47%. (2) the students have low motivation it can be seen from the students attention who do not focus on lesson delivered by the teacher they do not serious in doing the task given the lack of courage of students in expressing opinions and asking questions talking with their friends during the learning process daydreaming sleepy and also playing alone during the learning takes place. The purpose of this study is to describe the implementation of the learning model Numbered Heads Together (NHT) and Carousel Feedback (CF) to improve the students motivation and learning outcomes at grade VII-1 of SMP Negeri 27 Malang on Economic Activities material. This study employed classroom action research (CAR) that conducted in two cycles with the subjects of this study were 36 students of grade VII-1 of SMP Negeri 27 Malang. The data were collected through questionnaires of motivation observation and students learning outcomes test that conducted at the end of each cycle. The results showed that the learning model of Numbered Heads Together (NHT) and Carousel Feedback (CF) can be applied well on social study subject as evidenced by (1) the teacher observation result in implementing the learning model in cycle I got 78.06% and in cycle II obtained 86.38% increased to 8.32%. The students observation result in implementating the learning model in cycle 1 got 76 53% and cycle II obtained 82 69% increased to 6 16%. (2) students motivation in cycle I was 74 03% and in cycle II was 83 34% increased to 9 31%. (3) the students learning outcomes in cycle I achieved 77 78% and in cycle II obtained 94 44% and it increased to 16 66%. The improvement in cycle II was due to the improvement of the reflection in cycle I by giving reinforcement to each student so that they were not afraid to ask questions and should not be afraid of being wrong when they wanted to express their opinions and rearranged the table where the feedback was given from the result of each group. Based on the findings of this study it is suggested that (1) the teachers should maximize the classroom management so that the classroom atmosphere is more calm and conductive (2) teachers should be more detailed in explaining the syntax of learning model Numbered Heads Together (NHT) and Carousel Feedback (CF) (3) teachers should give reinforcement to each student in order they do not to be afraid and fear to ask questions and expressing their opinions (4) guidance and direction from teachers should be more intensive.
