ABSTRAK Astutik, Wahyu Puji. 2017. Manajemen Peningkatan Mutu TK Terakreditasi (Studi Multi Situs di TK IT As Salam dan TK Islam Permata Iman 1). Kata kunci: Manajemen, Peningkatan Mutu TK, Akreditasi Peningkatan mutu TK menjadi salah satu tolok ukur besama atas keberhasilan suatu pendidikan. Tidak sedikit TK yang memperhatikan mutunya TK IT As Salam selalu melakukan peningkatan mutu pendidikan mulai dari perbaikan kurikulum, peningkatan kualitas pendidik, peningkatan kualitas pembelajaran, peningkatan kualitas sarana dan prasarana, sehingga tahun 2016 TK IT As Salam melaksanakan akreditasi dan kembali memperoleh nilai A. TK Islam Permata Iman 1, saat ini berusaha memenuhi tuntutan akan tersedianya lembaga pendidikan yang berkualitas dengan mengikuti sertifikasi Standar Internasional Sistem Manajemen Mutu ISO 9001:2000 dan melalui BAN-SM pada tahun ajaran 2008-2009, Permata Iman pada akhirnya berhak menerima Sertifikat Akreditasi dengan nilai A (Amat Baik). Hal tersebut merupakan upaya kedua sekolah untuk menjadi sekolah yang bermutu. Tujuan penelitian adalah untuk mendeskripsikan dan mengkaji teori substantif tentang manajemen peningkatan mutu TK terakreditasi pada TK IT As Salam dan TK Islam Permata Iman 1. Berdasarkan konteks penelitian dapat ditentukan fokus penelitian: (a) perencanaan peningkatan mutu TK, (b) pengorganisasian peningkatan mutu TK, (c) pelaksanaan peningkatan mutu TK, (d) monitoring dan evaluasi peningkatan mutu TK. Penelitian ini menggunakan pendekatan kualitatif dengan rancangan studi multi situs. Pendekatan ini mendeskripsikan peristiwa, perilaku orang atau suatu keadaan pada tempat tertentu secara terperinci dan mendalam dalam bentuk narasi. Menggunakan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data di bagi menjadi 2 tahap, yakni analisis data dalam situs dan analisis data lintas situs. Pengecekan keabsahan data dalam penelitian ini menggunakan kredibilitas, dependabilitas dan konfirmabilitas. Hasil temuan lintas situs menunjukkan: (a) Perencanaan Peningkatan Mutu TK yaitu: Penerapan Kurikulum 2013, program pengembangan, prosedur penerimaan pegawai baru sesuai dengan standar kualifikasi pendidik, pembinaan rutin dari kepala sekolah, pengadaan sarana dan prasarana sesuai dengan kebutuhan dan perkembangan sekolah, perbaikan fasilitas sekolah, membuat RAPBS, peningkatan SIM, intens mejalin komunikasi dengan orang tua wali murid, masyarakat, pemerintah dan instansi terkait. (b) Pengorganisasian peningkatan mutu TK yaitu: Struktur organisasi, tanggung jawab setiap tugas, job description, melakukan pembagian tugas, membuat SOP. (c) Pelaksanaan peningkatan mutu TK yaitu: Standar pengembangan, muatan kurikulum (metode, model, bidang pengembangan, muatan lokal), kegiatan pembukaan, kegiatan inti, kegiatan penutup, kesesuaian dengan RPPH, pengelolaan kelas, menyusun penilaian dan pelaporan, rekruitmen pegawai baru, tes penerimaan hingga keputusan diterima menjadi guru tetap yayasan, pendistribusian sarana yang di data ke masing-masing ruangan dan di kelola oleh guru kelas atau pegawai yang mengelola ruangan tersebut, membuat laporan keuangan, terbuatnya facebook dan email, kegiatan paguyupan sekolah baik rutin maupun insidental. (d) Monitoring dan evaluasi peningkatan mutu yang dilakukan di TK IT As Salam dan TK Islam Permata Iman 1 TK yaitu: Evaluasi akhir semester dan akhir tahun tahun ajaran, supervisi, monitoring dalam kegiatan pembinaan rutin, melaporkan kondisi sarana setiap 6 bulan sekali dan 1 tahun sekali, laporan keuangan secara berkala dan dilaporkan ke kepala sekolah dan yayasan, kepala sekolah selalu mengadakan komunikasi dengan para orang tua dan masyarakat sehingga memudahkan mengontrol dan mengevaluasi. Beberapa saran yang dapat diberikan dalam penelitian ini adalah; Dinas Pendidikan Kota Malang dapat membuat program-program yang lebih baik bagi pendidikan anak usia dini yang berkaitan dengan peningkatan mutu pendidikan. Sekolah dapat lebih memiliki kesadaran dalam meningkatan mutu melalui proses manajerial sekolah sangat membantu sekolah untuk menjalankan tugas-tugas dengan baik dan terarah. Pendidik dan tenaga kependidikan lebih menyadari posisinya sebagai pendidik karena segala informasi yang diberikan kepada peserta didik berawal dari seorang pendidik sehingga bekal ilmu dan kompetensi yang memadai sangat diperlukan untuk meningkatkan mutu sekolah. Program studi manajemen pendidikan dapat memberikan informasi dalam perkuliahan mengenai manajemen peningkatan mutu yang tidak hanya berdasarkan teori namun juga kenyataan dilapangan. Many kindegarten today pay attention to their quality. TK IT As Salam always improves its education quality starting from improving curriculum, the quality of educators, learning and facilities and infrastructure so that in 2016 TK IT As Salam re-accredited and re-gain A score. While TK Islam Permata Iman 1 Malang strives to fulfill the demand for a qualified educational institution by following the certification of the International Standard of Quality Management System ISO 9001: 2000 and through BAN-SM in the 2008-2009 school year. Permata Iman is finally entitled to Accreditation Certificate with A (Very Good). The efforts of both schools are steps to become qualified schools. The purpose of this research was to describe and find the framework of substantive theory of quality management of accredited Kindergarten in TK IT As Salam and TK Islam Permata Iman 1. Based on the research context, it could be determined the focus of research as follows: (a) planning of kindergarten quality improvement, (b) organizing of kindergarten quality improvement, (c) implementation of kindergarten quality improvement, (d) monitoring and evaluation of kindergarten quality improvement. This research used descriptive approach with multi-sites design study. The approach used a qualitative approach in which this approach describes the event, the behavior of a person or a situation in a particular place in detail and in depth in the form of narrative. The data collection techniques were through interviews, observation and documentation. Data analysis was divided into 2 stages, first the data analysis in the site and second the cross-site data analysis. The data validity checking in this study used credibility, dependability and confirmability. The results of cross-sites findings showed: (a) the planning of quality improvement conducted at TK IT As Salam and TK Islam Permata Iman 1, namely: the application of 2013 curriculum, development program, new employee recruitment procedures in accordance with the standard of kindergarten educator qualifications, regular guidance from the principal, procurement of facilities and infrastructure based on the needs and development of schools, improving school facilities, making RAPBS, increasing SIM, intense communications with students, parents, community, government and related agencies. (b) The conducted quality improvement organization in TK IT As Salam and TK Islam Permata Iman 1 were: organizational structure, responsibility of each task, job description, distribution of tasks, making SOP. (c) The implementation of quality improvement conducted in TK IT As Salam and TK Islam Permata Iman 1 were as follow: development standard, curriculum content (method, model, development area, local content), opening activity, core activities, closing activities, conformity with RPPH, classroom management, preparing assessment and reporting, recruitment of new employee from entry test to the decision of acceptance as permanent teacher, distribution of facilities that recorded from each room and managed by classroom teachers or staff of room manager, create financial reports, made facebook and email, activities of school community both routine and incidental. (4) Monitoring and evaluation of quality improvement conducted at TK IT As Salam and TK Islam Permata Iman 1 as followed: evaluation of final semester and end of school year, supervision, monitoring routine development activities, reporting the facility condition once in six months and once a year, making finance report periodically and report it to the headmasters and foundations, principals always communicate with parents and community in order to control and evaluate easily. Some suggestions that can be given from this research are as follow: Education Office of Malang City can make better programs for kindergarten related to education quality improvement. Schools can have more awareness in improving quality through the school managerial process as it is very helpful for schools to perform tasks well and directed. Educators and staffs are more aware of their position as educators since all information provided to learners begins from educators so the provision of knowledge and adequate competence is needed to improve the quality of school. The education management study program can provide information in lectures on quality improvement management that is not only based on theory but also the reality on the field.
