Key words ESP courses syllabus syllabus development economics education Developing a syllabus to second and foreign language teaching is inevitable especially in the context of ESP wherein student needs for learning English should be taken into fundamental consideration of the development. This paper critically proposes a syllabus to the teaching of English at Economics Education Department of IAIN Mataram. It is a syllabus developed on the basis of student needs and through a systematic procedure called Yalden Model with some modifications. The syllabus is the combination of theme-and-competency based that focuses the instruction on language use and function particularly of those used to comprehend and to learn subject contents in the fields of education and economics education in which the skill of using language and its communicative functions to explore the contents underlie the objective. The proposed syllabus is projected to fulfill the student needs and it decisively serves as a means of overcoming the main problem of English instruction at the Department that is the absence of syllabus that hinge on the students needs for learning English.
