One of the components determining the success of an instructional process in a classroom is materials because they function as the main resource to facilitate the process. The availability of the materials is especially important in the teaching of writing where many students often find difficulties in writing good compositions. At the English Language Study Program of STKIP Santu Paulus Ruteng the materials for the teaching of Writing III which is in line with the fact that the existing syllabus are not available. Therefore this study was conducted for the purpose of developing the instructional materials for Writing III. The study employed a research and developmental design because the purpose was to develop a product i.e. the instructional materials for Writing III. With the adaptation of the model of development proposed by Borg and Gall (1983 775) some procedures were undertaken. They were the information collection about the unavailability of the instructional materials for Writing III the material development the validation by an expert in product development and an expert in writing the revision the try-out at the fourth semester students of class IIC of the English Language Study Program at STKIP Santu Paulus Ruteng another revision and the final product. In the expert validation and try-out checklists and field notes were used as the instruments to record the inputs for revision. The developed materials which consist of seven units contained the explanation of the basic concepts a model text exercises and writing practice by using process approach. The evaluation by the experts showed that besides the good points which were maintained there were still a number of weak points which were revised according to the inputs and suggestions from the experts. In the try-out it was obvious how the students were enthusiastic in following the whole process of teaching and learning by using the materials. When asked about what to improve in the product they suggested the addition of more examples in each of the units and thus the revision was done accordingly. Therefore after some revision as a result of expert validation and try-out the final product was completed as seen in the attachment of this thesis. Based on the results of the research some suggestions are drawn as the following. First in terms of how to make use of the product the lecturer of Writing III should pay attention to the time allocation in which one topic is assigned in two meetings. The first half of the allocated time should be devoted to explanation to the concepts and the model essays while the second half should be on the process writing including the brainstorming activity and the first draft. In the next meeting the lecturer should concentrate on the revising and editing processes as well as the final drafts. It can be helpful to monitor the students progress by asking them to prepare their own portfolios to record their drafts. For the students who are taking Writing III they can benefit from the presentation of the materials which has been made systematic so that the students can use them for autodidactic learning when the lecturer is not present. The students should follow the steps beginning from the objectives the concepts the model texts the exercises and the writing practice by using the stages in the process writing approach. Second in terms of how to socialize the product it can be done to the students at the beginning of the course and also to other lecturers who are teaching Writing III. Socialization can also be made to the institution for the purpose of getting permission for its use in the classroom. In terms of how to improve the product an extended try-out needs to be undertaken to the whole units. Besides more lecturers should be invited to give inputs for the sake of its improvement. For the future researchers on the area of material development especially in writing this research including the product can be used as one of the references for their works.
