Selama bertahun-tahun aspek kefasihan membaca dalam pengajaran membaca telah menjadi bagian yang terabaikan terutama di Indonesia. Fokus dan perhatian peneliti dan pakar di bidang pengajaran membaca terkonsentrasi pada aspek pemahaman bacaan yang akhirnya menutupi aspek pentingnya kefasihan membaca. Sementara itu beberapa penelitian telah memberikan hasil yang meyakinkan dan signifikan mengenai hubungan antara kefasihan pembaca dan pemahaman pembaca. Oleh karena itu eksplorasi lebih lanjut mengenai isu kelayakan dan pemahaman membaca perlu dilakukan. Penelitian ini bertujuan untuk meneliti efektifitas strategy Phrase-Cued Reading terhadap reading fluency siswa pemahaman membaca siswa serta hubungan antara reading fluency dan pemahaman membaca siswa. Penelitian ini menerapkan model quasi eksperimental. Subjek penelitian yang digunakan adalah siswa kelas sebelas jurusan ilmu kimia SMKN 5 Sukorambi jember. Dua kelas yang mempunyai karakter relative sama dipilih dan ditempatkan dalam kelompok eksperimen dan kelompok control. Kelompok eksperimen mendapatkan experimental treatment sedangkan kelompok kontrol mendapatkan non experimental treatment yaitu strategy translation and reading aloud. Data penelitian dihitung dengan menggunakan uji parametrik (uji-t). Temuan penelitian menunjukkan bahwa strategi Phrase-Cued Reading tersebut tidak memberikan pengaruh yang signifikan terhadap kefasihan membaca siswa dan pemahaman membaca siswa. Hal ini ditunjukkan dengan hasil uji kelayakan membaca lisan dan tes pemahaman bacaan yang menunjukkan bahwa siswa yang tergabung dalam kelompok eksperimen tidak mengungguli siswa yang tergabung dalam kelompok kontrol dalam hal kefasihan serta pemahaman membaca. Penelitian ini menyimpulkan bahwa pelatihan siswa dengan menggunakan strategi phrase-cued reading tidak secara signifikan meningkatkan kemampuan membaca mereka. Juga disimpulkan bahwa ada korelasi yang cukup tinggi antara kefasihan membaca dan pemahaman membaca. Peneliti menyarankan (1) penggunaan instrument yang lebih reliable (2) pemilihan subjek penelitian yang mempunyai tingkatan lebih tinggi dalam kemampuan bebahasa inggris (3) penulis juga menyarankan agar penelitian selanjutnya mengalokasikan waktu yang lebih panjang dalam proses eksperimen serta (4) tidak ada pemisahan antara kefasihan dan pemahaman membaca saat proses eksperimen sehingga terdapat hubungan yang jelas antara kefasihan serta pemahaman membaca. The focus and attention of researchers and experts in the area of teaching reading has been concentrated to the aspect of reading comprehension overshadowing the importance of reading fluency. In fact several research studies have yielded convincing and significant result regarding the relationship between readers fluency and comprehension ability. Therefore further exploration of the issue concerning reading fluency and comprehension needs to be conducted. This research aims at investigating the effectiveness of the phrase cued reading strategy to the reading fluency and reading comprehension of the students and the correlation between the reading fluency and reading comprehension. This study employed a quasi-experimental design. The subjects of the research were the eleventh graders of SMKN 5 Sukorambi Jember majoring in Chemistry science. Two classes (KIA 1 and KIA 2) which are equal were selected and randomly assigned as the experimental group and control group. The experimental group was given the experimental treatment which is phrase cued reading strategy and the control group was given the non-experimental treatment which is translation and reading aloud strategy. The data of the research were calculated using the parametric test (t-test). The findings of the research suggest that the phrase cued reading strategy did not provide significant effect to the students reading fluency and the students reading comprehension. It is indicated by the result of the oral reading fluency test and the reading comprehension test which showed that the mean score of the students which belong to the experimental group were not considered better than those which belong to the control group in the terms of fluency and comprehension test. The research concluded that training students using phrase cued reading strategy does not significantly improve their fluency and comprehension ability. It is also concluded that there is high correlation between fluency ability and comprehension ability. In addition the result of the current research provides several suggestions (1) more reliable instruments should be used in the future research (2) the future research should aim for more appropriate population and sample (3) there should be a longer time for the process of experimentation and (4) there should be no separation when investigating fluency and comprehension therefore there will be a clear relationship between fluency and comprehension. This is achievable by measuring the reading speed.
