Adnan Latief M.A. Ph.D (II) Fachrurrazy M.A. Ph.D. Keywords English Syllabus Electrical Engineering Program English for Specific Purpose (ESP) In order to respond the demand of industry the needs to address English comprehension through ESP (English for Specific Purpose) issue is needed but the real condition shows how the English language teaching and learning are below expectation. The English language teaching and learning should be developed based on ESP. In an ESP it deals with particular students for whom the English learning is compulsory to some other professional purposes. From this step students can be considered a causal factor in syllabus choice. Appropriate syllabus design based on the students needs is believed to help and solve the students problems in English learning since it deals with the specific field of their subjects. This study employed research and development model on developing English syllabus for Electrical Engineering Program. The development of the syllabus was a step-by-step process in developing a language program. Yalden (1987) emphasized language development program which covered seven steps 1) the need survey 2) the description of purpose 3) the selection of development of syllabus type 4) the production of proto syllabus 5) the production of pedagogical syllabus 6) expert validation and the last is 7) the evaluation. The results of the needs analysis covered on the results of questionnaire and interview with the students English lecturer subject specialist and head of Electrical Engineering program. The main issue from the questionnaire highlighted on updating for the materials which constructed based on the students need and interest. In other hand the teaching method applied for this course should give the students chances to practice the language on communication context of tasks which are needed for the students future job. The user of this product is the 3rd semester students of Electrical Engineering Program in State Polytechnic of Malang. For description of the purpose this two-credit course is designed to help the students to be able to speak in English which focuses on daily conversation. Objective of the course is to develop speaking ability in various situations in daily life and to use familiar vocabularies in electrical engineering science. For the contents it covered some topics ranging from the general topics to the more specific ones. The topics grouped into 5 units they are Electrical Devices at Home Materials used for Electrical Work Electrical Tools Workstation and Health Safety and Careers in Electrical Engineering. The evaluation and scoring system are quiz group discussion and presentation which divided into quiz (25%) students presentation (25%) mid-term test (20%) and final project or final test (30%). Adnan Latief M.A. Ph.D (II) Fachrurrazy M.A. Ph.D. Kata Kunci Silabus Bahasa Inggris Program Studi Teknik Listrik English for Specific Purpose (ESP) Pembelajaran bahasa Inggris melalui ESP (English for Specific Purpose) dibutuhkan untuk menjawab permintaan dari sektor industri tetapi kenyataannya pembelajaran bahasa Inggris yang diharapkan masih jauh dari harapan. Berangkat dari permasalahan ini pembelajaran bahasa Inggris harus dikembangkan sesuai dengan ESP. Dengan ESP orang akan belajar bahasa Inggris sesuai dengan bidang pekerjaan yang dikuasai. Siswa dapat dijadikan acuan untuk silabus yang akan diterapkan. Desain silabus yang sesui dengan kebutuhan siswa akan membantu dalam pemecahan masalah yang terdapat dalam pembelajaran bahasa Inggris karena sesuai dengan materi ajar yang siswa pelajari. Prosedur pengembangan dan penelitian diterapkan dalam penelitian ini . Model pengembangan silabus termasuk bagian dalam pengembangan program pembelajaran bahasa. Langkah model pengembangan silabus milik Yalden (1987) diadopsi menjadi tujuh tahapan pengembangan yang terdiri dari 1) analisis kebutuhan 2) penjabaran tujuan 3) pemilihan jenis silabus 4) pembuatan proto silabus 5) pembuatan silabus pedagogis 6) validasi ahli 7) evaluasi. Hasil dari analisa kebutuhan mencakup hasil wawancara dan kuisioner dari mahasiswa dosen bahasa Inggris Dosen mata kuliah wajib dan kepala jurusan Program Studi Teknik Listrik. Dari hasil kuisioner dapat disimpulkan bahwa memperbarui materi pembelajaran yang sesuai dengan kebutuhan dan minat siswa sangat diperlukan. Selain itu penerapan metode belajar harus lebih memberikan banyak kesempatan pada siswa untuk mempraktikkan kemampuan berbahasa mereka dalam konteks komunikasi atau tugas yang diperlukan bagi pengembangan karir mahasiswa di masa yang akan datang. Produk silabus ini ditujukan pada mahasiswa semester tiga jurusan Teknik Listrik di Politeknik Negeri Malang. Secara singkat produk silabus ini dirancang untuk dapat membantu meningkatkan kecakapan siswa dalam berbicara dalam bahasa Inggris yang berfokus pada komunikasi sehari-hari. Tujuan dari penyusunan produk silabus ini adalah untuk mengembangkan kecakapan lisan dalam berbahasa Inggris dengan berbagai macam situasi dalam kehidupan sehari-hari dan terbiasa dalam menggunakan istilah istilah dalam bidang teknik listrik. Untuk materi produk silabus mencakup beberapa bahasan tentang Teknik listrik seperti Electrical Devices at Home Materials Used for Electrical Work Electrical Tools Workstation and Health Safety and Careers in Electrical Engineering dengan tingkat kesulitan yang berbeda. Sebagai bentuk evaluasi dan penilaian kemampuan siswa kuis diskusi kelompok dan presentasi menjadi pilihan penilaian dalam produk silabus ini dengan prosentase kuis (25%) Presentasi (25%) Ujian Tengah Semester (20%) dan Ujian Akhir Semester atau tugas besar (30%).
