The subjects of the study are Mathematics and Science teachers of SMAN 3 Malang. Observation is the technique of data collection applied in this study. The data of this study are in the form of English words phrases and sentences produced by Mathematics and Science (Biology Physics and Chemistry) teachers. The first finding of the study shows that the proportion of English used as a medium of instruction in SMAN 3 has not fulfilled the main characteristics of Pre-International Standard Senior High. From this research some suggestions can be given to Mathematics and Science teachers in Pre-International Standard School in Indonesia school management and policy makers of Pre-International Standard School Program and the future researchers in the same field of study. First Mathematics and Science teachers in Pre-International Standard School should aware of the effective teachers classroom instruction and improve their delivery skill in the classroom by joining practical and intensive English training in local regional and international level. Second policy makers of Pre-International Standard maker should create policies and incentives to attract and encourage the teachers in developing the skills required. Third for school management of Pre-International Standard School it is suggested to hold periodically bilingual teaching experience sharing session and support the policy makers in terms of developing teachers performance. Fourth the future researchers may enlarge the investigation to broader areas with survey design or relate the effectiveness of teachers instruction and interactional norms in bilingual classroom with the level of students achievement with correlation design. In short the suggested future research is significant to find out whether RSBI program which involves two kinds of instructions is effective to improve the quality of Indonesian school graduates or not.
