Yet when it comes to the learning time which refers to the meeting duration lasting for 90 minutes half of the operators stated that it is barely enough while another half argued that it is not enough. Based on the findings the syllabus development is commenced by setting the goal objectives material and type of the syllabus as well as approach teaching method and assessment applied in the syllabus. The setting is based on the data about the operators target needs. On the other hand the data about the operators learning needs are used to set the teaching learning activity media time allotment and assessment techniques in the syllabus. The goal and objectives of the syllabus are translated into some components of the syllabus namely standard of competence and basic competence while the material is translated into the materials and sources of the materials. The syllabus is mainly a combination of content-based skill-based and task based syllabi as the language is needed for the completion of certain task the content is taught in the language being learned and the language is not taught separately. Meaningful language function vocabulary and technical terms enrichment as well as the ability to communicate orally are mostly needed by the operators therefore communicative approach and communicative language teaching are chosen as the approach of the syllabus and the teaching method employed respectively. The approach and the teaching method are then combined with the operators learning needs to shape the other components of the syllabus teaching learning activities media and time allotment. Finally the assessment used in the syllabus is performance-based assessment as the operators progress are assessed based on their performance in demonstrating what they know in applied situations. The developed syllabus is then brought to an expert of content a senior operator in the industrial corporation- and two experts of syllabus design lecturers in University of Malang who are experienced in designing syllabus- to get a validation. Based on the experts feedback to the experts validation sheets and based on the oral consultation some revision in the assessment techniques are carried out as there were inappropriateness between some objectives and the assessment techniques. The matrix of the syllabus was also improved by adding indicators as one of the syllabus components. The revised syllabus is then tried-out to an ETC company class teacher to see its feasibility when it is translated into a lesson plan. In order to do so a sample of instructional materials is developed based on the syllabus. Based on the try-out it was found out that the time allocated 90 minutes per meeting- was not enough therefore it is revised into 100 minutes per meeting. Finally this study results on an EOP syllabus which contains the course outline general and specific objectives of the course schema of the topics list of materials and matrix of the syllabus.
