Advisors (1) Prof. Dr. Nur Mukminatien M.Pd (2) Dr. Yazid Basthomi M.A Key Word instructional materials writing III Writing III is one of the content subjects that must be taken by the students. Unfortunately there are some problems related to the teaching materials of Writing III subjects. The existing materials is seeming for sake of availability. Monotonous writing activities lack of text structure knowledge and no feedback given on students writing are also characterized the existing materials of Writing III. Therefore the study is aimed to produce instructional materials for Writing III subjects as taken by the fourth semester students. The study is categorized as Research and Development (R and D) which is intended to produce instructional materials on Writing III for the fourth semester students of Universitas Negeri Manado in North Sulawesi using modified Borg and Gall s model. The modified model of Borg and Gall has four steps. The first step was needs analysis and reference study. The students needs and interest motivation and problems on Writing III subject were identified using unstructured interviews to both students and teachers. Besides the researcher read some related research on materials development studied the existing syllabus of Writing III as well as evaluated the available materials used in teaching and learning process. The second step was materials development. The materials were adopted adapted and organized based on the availability of the existing relevant materials and resources and supplemented by pictures. The materials were developed by including both writing process genre approach and Tomlinson and Matsuhara s (2004) technique of writing materials. The third step was expert validation. A form of questionnaire was given to the experts of materials development/content and design/media to assess the tentative product in terms of its content and design. The revisions were done in reference to the suggestions given. The fourth step was limited field testing. It was conducted in order to have students comments on the developed materials identify students difficulty dealing with the developed materials as well as indentify how to improve the instructional materials. The judgment of content/product development expert and media/design expert showed that the work book was categorized as good. However lighter side concept map language spacing background color and answer option should be revised. The results of field testing indicated that the course book was very good but the mistyping should be revised and the writer should provide more than one example of each model text. The developed materials can be used as sources of learning because it was developed based on students needs interests and problems and was validated and tried out. Moreover the other institutions which have the same problems and similar students characteristics may use the developed materials. Finally the future researchers are suggested to put into account the students learning styles and a retrospective evaluation in form of a response-based evaluation and a learning-based evaluation.
