There are three important aspects of the principal role principal as a strategic position the success of leadership applied by the principal based on his teaching leadership and a principal as a teaching leader becomes the main attention. The purposes of this research is to know that there is a significantly relationship between the principal role as teaching leader with the effectiveness of the principal in SMA Negeri in Surabaya District. This research used correlational descriptive design. The population is all the principals of SMA Negeri in all Surabaya District. Data collection techniques use instrument. Data analysis by using partial correlation technique. The research findings are as follows (1) there is significant relationship between the Principals Role as Resources Providers with the School Effectiveness (2) there is significant relationship between the Principals Role as Teaching Leaders with the School Effectiveness (3) there is significant relationship between the Principals Role as Communicators with the Effectiveness (4) there is significant relationship between the Principals Role as Their Own Present Directly with the Schools Effectiveness and (5) there is significant relationship between the Principals Role as Teaching Leaders with the School Effectiveness. Based on the research finding above so it can be suggested as follows (1) for the policy makers in the Office of Education and Supervisor there research findings have given the information about there is significant relationship between both role with the school effectiveness. So to establish the effective school in educational environment in Surabaya district city the effective establishment need to be implemented toward the principals of the Public Senior High School in Surabaya continually through development control professionalism increase and through relevant workshops (2) for the Principals of Public Senior High Schools in Surabaya that in carrying out their duties in their schools need highly considerations toward the role patterns in the context as teaching leaders to increase the growth and the development of teachers profession so that the impact of which are very meaningful for teachers to carry out their duties in their schools as an effort to establish effective school in accordance with are expected (3) for teachers of the Public Senior High Schools in Surabaya its better to increase the abilities and skills in order to be more professional and pay much attention to and apply the direction of their Principals in providing help through their roleal approaches as teaching leaders which are routinely and periodically to create the effective schools (4) in increasing teachers quality the structural officers in the Office of Education in Surabaya District are expected to apply the establishment either to public or private schools principals in order they are able to increase their career in accordance with their profession demand to establish the effective schools in accordance with the expectation of all elements involved in educational institutions in the Office of Education of through the District area of Surabaya city (5) For other researchers who have interest in carrying research on the same subjects with this research are suggested to study with broader areas and more respondents as well as more varieties of the level grade schools by correlating with other variable that might has the same leadership role of the principals to establish the effective schools.
