The School-Based Management (Manajemen Berbasis Sekolah MBS) is one of the form of school management which is applied to improve the quality of education in schools. Several factors which contribute to the emergence of this School-Based Management are (1) the implementation of education production function approach gives undue emphasis on educational input and tends to ignore the educational process itself (2) national education is operated in a bureaucratic-centralized manner where the school as the mainstay of education is highly dependent on bureaucratic decision with its long-winded channels and sometimes the policy produced by this bureaucracy is not suitable for the local condition in the schools (3) the participation of school members especially teachers and the role of the public in this case parents in the education process in the schools has been very minimum. The improvement of educational quality will be achieved if the school with all its potential is given greater authority and flexibility to manage and develop itself in an independent manner through participative decision making. In the implementation of School-Based Management the primary responsibi- lity of the key person is held by the school principal. It has been acknowledged for quite some time by the experts in educational management that the principal is one the main factors for determining the effectiveness of a school. The principal has become a primary factor since s/he plays a very important role in all aspects of school management. As professional educational manager the principal is fully responsible for the success or failure of the school under his/her leadership. In implementing School-Based Management the role of principal will be crucial for the effectiveness of the School-Based Management. The objective of this research is to uncover (1) the role of the principal of SDN Kebondalem Mojosari Mojokerto in implementing a transparent and accountable management (2) the role of the principal of SDN Kebondalem Mojosari Mojokerto in implementing active creative effective and fun learning (pembelajaran aktif kreatif efektif dan menyenangkan PAKEM) and (3) the role of the principal of SDN Kebondalem Mojosari Mojokerto in improving active participation of the public. This research uses study case approach and qualitative design. Data is collected through in-depth interview observation and documentary. The data which has been collected is analyzed descriptively using (a) data reduction (b) data presentation and (c) inferring the conclusion. The data analysis shows that the principal wields an enormous influence in the outcome of the School-Based Management implementation with transparent and accountable management through an open and democratic leadership with mutual appreciation openness consideration and humaneness. The role of principal mentoring in an active creative effective and fun learning (PAKEM) is very influential in helping the teachers applying such learning method. The school principal plays an active role in laying the ground for collaboration between the school and the public both in physical terms (funding materials) and academic terms (services moral support) through the association of students guardian and parents and incidental events in the school and religious events in the surrounding neighborhood. Based on the findings of this research several recommendations are in order as follows (1) other principals can gain from this research as feedback and input for them in implementing School-Based Management in their schools (2) educators and educational managers should adopt the role of principal in implementing School-Based Management by taking note of the behavior and performance of all members of the school so as to achieve a strong basis for implementing school-based management (3) educational staff (inspectors head of UPTD) can gain advantage from this research by using it as input in the implementation of supervision and training on the educational unit under his supervision where School-Based Management is applied (4) the wide public (parents public figure observers of education educational board and school board) can use the findings of this research as reference in providing feedback monitoring and evaluation on schools especially in the implementation of school-based management (5) in keeping with the regional autonomy which is being applied at present the socialization for the implementation of school-based management should be maintained in its continuity by the government (in province municipality and regency level) through scientific activities (seminars training etc.) so that the implementation of educational policy on School-Based Management can be continually improved.
