PENGEMBANGAN PAKET PEMBELAJARAN SUMBER DAN MEDIA PEMBELAJARAN DENGAN MODEL DEGENG DI PGSD STKIP SANTU PAULUS RUTENG FLORES Hendrikus Midun ABSTRACT Midun Hendrikus. 2009. Developing Instructional Materials on the Subject Source and Media of Instruction by Using the Model of Degeng at PGSD Program of Teacher Training and Educational Sciences of Saint Paul College Ruteng Flores. Key words development instructional package source and media of instructions Degeng model. Source and Media of Instruction is one of compulsory subject at PGSD Program of Teacher Training and Educational Sciences of Saint Paul College Ruteng Flores that has conceptual and procedural oriented objectives. This subject aims at helping the learners to understand the basic concept of source and media of instruction and how to select and use the procedure of developing it. Selecting and using the media of instruction appropriately can make the teaching-learning process effective and efficient. Due to the effectiveness and efficiency the equipment of the source of instruction on the subject of Source and Media of Instruction is absolutely required. In fact the instructional material of Source and Media of Instruction at PGSD Program of Teacher Training and Educational Sciences of Saint Paul College Ruteng Flores is not available. This problem needs to be recovered. The purpose of this material development was to produce the instructional package of the Source and Media of Instruction by Using the Model of Degeng. There are eight steps included in the model as follows (1) the analysis of objectives and content of the subject (2) the analysis of learning resource (3) the analysis of learner s characteristics (4) the setting of learning objectives and the content (5) the setting of strategies in organizing the learning content (6) the setting in learning strategies (7) the setting of strategies in learning management and (8) the development of measurement procedures of the learning outcomes. The product of instructional package developed consists of teaching material instructor s manual and learners manual. Teaching material consists of (1) title of the chapters (2) introduction (3) learning objectives (4) key concepts (5) frame of the learning content (epitome) (6) learning material (7) summary (8) synthesizing (9) evaluation and (10) references. Instructor s manual consists of (1) subject description (2) learning objectives (3) domains of learning (4) learners characteristics (5) time allocation (6) topics (7) learning strategies (8) task and learning evaluation (9) exercises (10) key answers and (10) references. Learners manual consists of (1) general direction of the teaching material (2) chart of learning activities (3) frame of the learning content (4) learning objectives (5) time allocation (6) evaluation (7) exercises (8) key answers and (9) references. The product of instructional package has been resulted through the try-out process as follows content expert test instruction design expert test individual try-out small group try-out field try-out and lecturer try-out. Based on the research and the process of try-out the product of instructional package is really suitable to be used in teaching-learning process due to the following reasons (1) the result of questionnaires and interview with learners showed that this product of instructional package was really useful and helpful for them in developing their knowledge on the subject of Source and Media of Instruction (2) the observation during teaching-learning process showed that the learners were really active in doing the exercises and in making the short paper for class presentation (3) there was a significant scores achievement of the students both on individual scores and on class scores. The mean scores on the pretest was found 5 53 and the mean scores of the posttest was found 9 16. The lowest scores that the students achieved in the posttest is same as the highest score in the pretest that is 7 5. This product has also some weaknesses as follows (1) this product of instructional package is only developed to be used for learners at PGSD Program of Teacher Training and Educational Sciences of Saint Paul College Ruteng Flores (2) this product of instructional package is only produced in the printed material form and (3) the process of developing the material is only up to the formative evaluation.
