Key Words Development Research Methodology Dick Model Carey Carey Research methodology I is as one of the courses belongs to a course group of science and skill in Islamic Education Program College of Educational Science (STIT) Raden Rahmat of Malang. This code MKK. 216-course is usually taken at semester IV with two semester credit unit and two meetings in a week. Based on the preliminary study it was concluded that the average of the students competence and mastery of research methodology was quite low. It was indicated by the results of undergraduate thesis exam as the final requirement which was carried out in July up to August 2008. The studies conducted by the students in their undergraduate theses was as an educative means so it was concerned more with internal validity (Sugiyono 2008 8) meaning that they applied correct methodology systematically correct cohesive and consistent inter chapter. However 443 students followed the exam more or less 12.5% ( 55 of the students) did it correctly. This was due to the students lack of research methodology mastery which was caused by some factors (1) the college did not have learning sources designed systematically for research methodology I course (2) the students had low motivation and interest in learning research methodology (3) the students had lack of understanding towards the benefits of research methodology course in developing scientific perspectives (4) the learning materials did not go with the students needs and characteristics (5) the college lacked of supporting learning facilities. The problems concerning with the instructions of research methodology I course emerged to solve before hampering the teaching and learning process. Otherwise it will influence to the low quality of the graduate because of having no competence in Islamic education and in conducting a good research. The crucial problem to solve is supplying the learning materials which go with the students needs and characteristics. Therefore the researcher wanted to design and develop instructional package research methodology I for STIT Raden Rahmat students using Dick model Carey Carey as a solution to solve the problems. Instructional package developed covers learning materials lecture s and students guide book and visual media in form of CD (Compact Disk). The CD contains of learning materials lecture and students guide and a summary of learning materials in form of Power Point designed in an offline hyperlink system. The CD is used to facilitate in the teaching and learning process. Based on the findings showed that there was a significant difference from the pre-test and the post-test (P 0.000 df 29 t -17.462) the difference is -25.8333. The negative difference showed that the result of pre-test was lower than the post-test. Meaning that the use of instructional package in the teaching and learning process could improve the students learning achievement as 25.83. Based on the analysis of the results it could be concluded that the Instructional Package proved could improve the students learning achievement. Some suggestions were provided to improve the percentage and the quality of how to use the instructional package namely (1) The use of the instructional package will be effective if it is applied with the learning strategy proposed in the lecture s and students guide books. (2) The use of instructional media as CD designed in a hyperlink system is an integral part of instructional package.
