Abstract

In Indonesia English is known as the first foreign language. As foreign language if it is related to technology and job vacancy that is provided now English is need of Indonesia society because English as foreign hold an important position in Indonesia. So English is taught at school institutions from elementary school to university. English is tool to communicate orally and writing. Communicating is comprehend and express information mind feeling develop knowledge technology and culture. The communicate capability in intact meaning is verbal communication ability i.e. ability to understand makes writing which is realized into four skills namely listening speaking reading and writing. The foreign language instructional principles are holding synthetic trainings and drill training. They are support each other. Drill training is the first step to form basic in studying foreign language. Improving instruction process is also step which should be done by improving instructional design. This instructional design will ease student to study. If student feel easy in learning it will be able to increase their achievement. The research reports that students achievement low is caused by limited instructional source and conveyed instructional which less variety. In the other hand learning source which available still limited to textbook and there isn t learning source yet such as instructional material package ect. Although there is still has low quality. Based on the first observe at SDN Sukun I English instructional material which is used still has weakness among others the performance of instructional material is interesting the instructional material design is less suitable which the instructional principles component of content of instructional material is less good so that probably students find out difficult in studying the textbook and exercises which is putted in the text book don t support to more creative. Besides that the students of SDN Sukun I Malang have low motivation and ability in English. This development goal is creating English Instructional package for the fourth grade students at SDN Sukun I Malang City. This instructional package not only is hoped can become learning source in English instructional but also is hoped can build high motivation and creativity in the students selves and ease they study it so that the goal of English instructional which is hoped can be achieved as optimal as possible. Instructional model that is used in English instructional material is R2D2 model. This model can be said constructivist instructional design that gives many chances to students to more innovative and creative. There are three focuses in R2D2 model namely (1) define (2) design (3) dissemination. This three focuses is flexible. It means that they are not compulsion as procedural steps. To find the result of development that suitable with need of user so it is done some experiments to can yield complete development produce. The experiment is done by asking response or evaluation of content of subject expert instructional design expert instructional media expert personal experiment small group experiment field experiment. Based on the result of experiment shows that general product which is developed had been able to fulfill students need. For small group experiment had average percentage 85 77%. It means that it is in very good interesting or effective qualification. For students guide book had percentage 88 88%. It also is in very good interesting or effective qualification. The field experiment also shows that this development produce has been able to fulfill student s need. It can be proved that (1) from the result of field experiment questioner shows that instructional material had average percentage 81 1% and 82 4% for student s guide book. The two average percentage are in every good interesting or every effective (2) the pre test value in field experiment is 40 31. Whereas average of pos test value is 76 36.
