Thesis Department of History Faculty of Social Sciences State University of Malang Advisor Dr. Ari Sapto M.Hum Keywords Arrack Culture Dynamics Existence Muslim Society Humans as social beings and creatures who have faith in God will never be separated from social symptoms both good and social deviation symptoms. One of the social deviation symptoms in the Kembang Village community is the culture of drinking Arrack. The easiness of getting Arrack makes drinking behavior form a culture wich is difficult to abolish. However this phenomenon was carried out by Muslim communities. This study is a qualitative research. This study aims to determine the culture development and the culture existance of drinking Arrack in Muslim communities. This study took place in Kembang Village Bondowoso Regency as the major data of the study. Also Jember Regency as a supporting data. The subject of this study was the doer who influence the development and existence of Arrack drinking culture in Kembang Village including the arrack sellers arrack distributors group of youth who drinks arrack community leaders and police officers. In this study the researcher was the key instrument who directly went to the research location to collect data. There were four steps in data collection iv observation documentation analysis interviews and data analysis. Data analysis is done by data reduction data presentation and drawing a conclusion. The results showed that the development of Arcrak drinking culture in Kembang Village has gone through a lot of dynamics. This development was preceded by the arrack sale in 2008. The growing demand of arrack formed a distorted identity which is difficult to eliminate. This is caused by several factors the environment the wheather in Bondowoso Regency the price of Arrack weak legal sanctions and lack of religion knowledge. There are many factors support the development and existence of drinking arrack culture in Kembang Village. However there are some factors that need to be considered such as healthy environment early religion education monitoring from both the social official and the police along with related institutions to conduct good counseling in schools or in the community. Those aims to reduce the deviation behavior of the people in Kembang Village and to overcome the Arak drinking phenomenon.
