Key Words Activity Kelenteng Eng An Kiong New Orda Reform Character Building Kelenteng Eng An Kiong in Chinese town at Martadinata street (Klentengstraat) It is built for praying place and social culture activity. First building around 1825 could not find a problem to apply their activity but its development after G30S/PKI rebellion government was this events. At this momemt government supervised in various field of life not only politic economy and social but also culture for Chinese activity. Government gave Intruksi Presiden numer 14 1967 about religion belief and custom and custom and restriction of Chinese culture development in Indonesia then Chinese community must separate their identity for accepted by Indonesian society. In reform era around 1998-2008 government stated to relize that Chinese community as a part of Indonesian society. So government gave Keputusan Presiden numer 6 2000 to release government polizy in the past (Inpres 14 1967) that gave discrimination for Chinese community. Social-culture activity can give contribution for character building that published by rainistry of education 2010. The study focused on this question (1) Describe how about Kelenteng Eng An Kiong (2) Describe how about the impact of government policy for Chinese community (3) Describe how about Social Culture Activity Kelenteng Eng An Kiong Malang 1967-2008 Its Contribution for Character Building. The study used history research method the research divide into fifth step (1) choosing a topic (2) collecting sourses (3) verification (4) Interpretation analyze and synthesis (5) Historiography. The result of study (1) activity of life in Kelenteng Eng An Kiong included religion activity social culture and educational activity (2) government policy for Chinese community around 1967-2008 divides into fourth field first society policy for Chinese community political policy for Chinese community economical policy for Chinese community and cultural policy for Chinese community included educational policy adng Chinese religion beliefs and custom. This policy appear when the impact of Inpres appear and its changing after Keppres appear. (3) Social culture activity around new Orda and Reform have differences in many field like religion art ritual food sport clothes Chinese language wedding and death the activity has contributed for character building and it can build society life that have nationalism and nation. Based on the result of study can conclude that Kelenteng Eng An Kiong had influced by government policy in New Orda and Reform it can survive as a praying place and social culture development then it can give contribution for character building.
