Skripsi Jurusan Teknik Otomotif Fakultas Teknik Universitas Negeri Malang. Pembimbing (1) Dr. Yoto S.T. M.Pd. M.M. (2) Drs. Partono M.Pd. Kata Kunci peran BLK individu siap kerja industri otomotif Balai Latihan Kerja (BLK) merupakan Lembaga Pelatihan Pemerintah yang berada di bawah Departemen Tenaga Kerja dan BLK merupakan tempat Pelatihan. Pada Tahun 1983 BLK mulai di bangun di Mojokerto dari dana pemerintah Republik Indonesia diatas lahan seluas 20.030 m2 yang terletak di Jalan Raya Jabon Kecamatan Mojoanyar Kabupaten Mojokerto. BLK Mojokerto merupakan BLK Provinsi JATIM yang mencakup daerah mojokerto kota dan kabupaten. Adapun tugas pokok fungsi dan visi misi dari Balai Latihan Kerja Mojokerto ini diantaranya melatih keterampilan pengetahuan dan ketatausahaan serta pelayanan masyarakat. Pelaksanaan pelatihan uji keterampilan/kompetensi dan sertifikasi tenaga kerja serta terciptanya tenaga kerja yang terampil produktif profesional disiplin ulet dan memberikan pelayanan konsultasi pelatihan kerja. Di BLK Mojokerto ini juga mengutamakan hasil output-nya untuk bisa mendirikan usaha sendiri (bengkel) dari beberapa banyak hasil output BLK Mojokerto ini juga banyak yang menjadi mekanik di bengkel-bengkel seperti di dealer Honda Yamaha dan Suzuki. Oleh karena itu penelitian ini dirancang untuk mengetahui peran BLK Mojokerto. kesiapan kerja adalah kapasitas seseorang dalam meningkatkan kemampuan bekerjanya yang terdiri dari ilmu pengetahuan dan keahlian serta sikap seseorang. Otomotif adalah ilmu yang mempelajari tentang mesin kendaraan bermotor seperti mobil dan sepeda motor. Penelitian ini dilaksanakan menggunakan pendekatan kualitatif dengan rancangan studi kasus. Subjek penelitian dipilih berdasarkan purposif sampling yaitu (1) kepala seksi pengembangan dan pemasaran (2) kepala jurusan otomotif (3) instruktur kejuruan otomotif dan (4) penyelenggara pelatihan dan sertifikasi. Teknik pengambilan data menggunakan wawancara dokumentasi dan observasi. Teknik analisis data dalam penelitian ini menggunakan triangulasi (triangulation) dari segi sumber data dan metode pengambilan data. Hasil penelitian diketahui bahwa (1) mengetahui proses penerimaan peserta didik mulai dari pendaftaran sampai dengan mengikuti pelatihan di BLK Mojokerto serta persyaratan-persyaratan yang harus disiapkan oleh calon peserta didik untuk mengikuti pelatihan di BLK Mojokerto (2) proses pelaksanaan pelatihan mulai dari pra pelatihan yang meliputi fisik mental disiplin (FMD) karakter building dan kewirausahaan kemudian proses pelatihan inti yang menekankan praktiknya daripada teori dan yang terakhir proses sertifikasi peserta didik akan menerima sertifikat pelatihan dari BLK Mojokerto setelah mengikuti kegiatan pelatihan dan akan diuji kompetensinya oleh assessor jika disediakan anggaran dari pemerintah (3) standarisasi peserta didik yang berbasis kompetensi karena menyesuaikan dengan kebutuhan pasar maka standarisasi disini adalah berbasis kompetensi atau standar kompetensi kerja nasional Indonesia (SKKNI) dan (4) evaluasi kompetensi akan diuji dalam setiap proses pelatihan untuk mengetahui tingkat kompetensi peserta didik jadi disini tanpa menunggu setelah selesai pelatihan pun sudah dilakukan evaluasi namun untuk terciptanya naker yang kompeten di BLK mojokerto juga melakukan evaluasi di akhir pelatihan. Saran yang diberikan oleh penulis yaitu (1) BLK (Balai Latihan Kerja) lebih ditekankan lagi kedisplinan yang sudah diterapkan pada proses kegiatan pelatihan agar peserta didik yang dicetak benar-benar disiplin dalam melakukan suatu pekerjaan (2) Industri-industri disarankan untuk membuka peluang yang lebih lebar untuk BLK yang akan memulai kerjasama dalam industri otomotif. Karena industri juga memiliki kewajiban dalam membangun kualitas pendidikan daerahnya (3) Pemerintah disarankan untuk lebih giat lagi dalam melakuakan sosialisasi pada BLK untuk membentuk kerjasama dengan industri terutama kerjasama industri otomotif. Hasil penelitian ini dapat dijadikan pertimbangan bahan sosisalisasi yang diberikan ke BLK di Indonesia yang belum dan akan menjajaki kerjasama dengan industri (4) Universitas Negeri Malang juga disarankan tetap istiqomah dalam melakukan penelitian-penelitian yang sejenis untuk menciptakan iklim pembelajaran yang terpadu dan terintegrasi. Universitas Negeri Malang juga disarankan untuk tetap memonitor perkembangan pendidikan (5) Mahasiswa disarankan untuk lebih memperdalam pembahasan sub penelitian dalam penelitian ini untuk menjadikannya penelitian tunggal. Hal itu dimaksudkan untuk lebih mendapatkan informasi yang lengkap terkait peran BLK Mojokerto dalam industri otomotif khususnya dalam kerjasama industri otomotif. Pendalaman penelitian juga bisa pada aspek pengamatan eksistensi peserta didik lulusan BLK Mojokerto di dunia kerja. Keywords work training center automotive Industry Mojokerto The Industrial Training Center (BLK) is a Government Training Institution under the Ministry of Manpower and the BLK is a Training center. Certification and Job Placement that always provide services of various types of training. In 1983 BLK was built in Mojokerto from government funds of the Republic of Indonesia on an area of 20 030 m2 located on Jabon Mojoanyar District Mojokerto Regency. BLK Mojokerto is a BLK of JATIM Province which covers mojokerto area of city and regency. The main responsibilities functions and vision of BLK are giving some training in skills knowledge and administration also the public services. The implementation of skills training/competency and labor certification training as well as the creation of skilled productive professional discipline tenacious labor and providing job training in consulting services. BLK Mojokerto also prioritizes the output to be able to establish their own business (workshop) but the results known that some of many people from BLK become mechanics in workshops such as Honda dealerships Yamaha Suzuki. Therefore this research is designed to know the role of BLK Mojokerto. Job readiness is the capacity of a person in improving the ability of his work consisting of science and expertise and attitude of a person. Automotive is a science that studies about motor vehicle engines such as cars and motorcycles. This research was conducted by using qualitative approach with case study design. Research subjects were chosen based on purposive sampling (1) chief of development and marketing section (2) chief of automotive department (3) automotive vocational instructor and (4) training and certification organizer. Techniques of data collection using interviews documentation and observation. Data analysis techniques in this study using triangulation (triangulation) in terms of data sources and data retrieval methods. The results of the research are known (1) to know the process of acceptance of learners starting from the registration until the training. To know the process of registration to be a trainee in BLK Mojokerto as well as requirements that must be prepared by applicants to attend training at BLK Mojokerto (2) training implementation process starting from pre-training that includes FMD character building and entrepreneurship The core that emphasizes the practice rather than the theory and the latter the certification process learners will receive training certificates from BLK Mojokerto after training activities and will be tested by the assessors if provided by government budget (3) standardization of competency-based learners by adjusting the market needs so then the standardization in this case is adjusted competence-based or using Indonesian National Competence Standards (SKKNI). If the training the learners are not competent so then the learners can not be said they passed the standardization of BLK Mojokerto and (4) competence evaluation will be tested in each training process to determine the competency level of learners so here without waiting after the training has been evaluated But for the creation of a competent labors in BLK mojokerto will also conduct an evaluation at the end of the training. Suggestions given by the authors are (1) BLK (Training Center) More emphasized again discipline that has been applied to the process of training activities so that students in print really discipline in doing a job (2) Industries are advised to be by opening up wider opportunities for BLK that will start in the automotive industry. Because the industry also has an obligation to build the quality of education in their regional (3) The government is advised to be more active in doing socialization on BLK to form cooperation with industry especially cooperation of automotive industry. The results of this study can be used as the material of sausage to BLK in Indonesia that has not been and will explore cooperation with the industry. The government is also advised to be more cooperative in assisting BLKs that will establish cooperation with industry co-operative Government can be shown by providing good service and maximum support on BLK that will explore cooperation with industry (4) State University of Malang also suggested to remain istiqomah in doing Similar studies to create an integrated and integrated learning climate. State University of Malang is also advised to keep monitoring the development of education in Indonesia (5) Students are suggested to further deepen the discussion of sub research in this research to make it a single research. It is intended to get more complete and concrete information related to the role of BLK Mojokerto in the automotive industry especially in the automotive industry cooperation. Depth of research can also on aspects of observation of the existence of learners of BLK Mojokerto graduates/alumnus in the working world. So that the research data can be used as reference for comparison in relation to improve the quality of BLK training.
