Keywords Speaking skill material development electronic portfolio assessment The teaching of speaking has been perceived complex to conduct due to mainly the fact that students could not get fair opportunities to practice their speaking inside the classroom. The number of students in a class and the limited time available are some of the contributors to the never ending complexity of developing speaking skill. Apart from that based on a preliminary study on undergraduate students of English Language Teaching (ELT) of Universitas Negeri Malang a large number of the graduates who were teaching English senior and junior high school claimed to face difficulties to interact with the students using English language. Thus the present study was designed to develop a resource book for speaking skill development that contains five units focusing on speaking for informal interaction and two units focusing on preparing the students with classroom-related communication skill as future teachers and that introduced speaking electronic portfolio assessment powered by Google Drive to provide more flexible and equal chance for students to practice their speaking independent from classroom hours. This project employed research and development design with ADDIE model. It covered five stages including (1) analyzing the students rsquo need (2) designing the digital book (3) developing the digital book (4) trying-out the digital book and (5) evaluating the quality of the digital book by reviewing its trial and the students rsquo speaking achievement. In the first stage a set of questionnaire of need analysis was administered to three parties of respondents covering (1) the enrolled students of Speaking for General Purposes course (2) the alumni of English Language Teaching program of UM and (3) the lecturer of speaking course. An interview was also held to gain in-depth data about the learning and teaching needs. In the second and the third stage designing and developing materials relevant to the result of the need analysis were collected and compiled into one Portable Document Format (PDF). The digital book contains 7 units organized based on mixed syllabus topic and situational syllabus. Each unit starts with brainstorming activities in the form of question and answer. Then it is followed with the presentation of materials in the form of video or audio followed by some activities for the students rsquo further exploration using group discussion techniques. At the end of each unit the students are assigned to record a video or audio as a means of producing a certain language form learned through the units. The recorded video is then assigned to be stored to Google Folders as a means of conducting portfolio assessment. At this stage the product was also validated to an ELT expert and was revised before it was tried-out. In the implementation stage the book was put into trial in a Speaking for General Purposes course. The book was mainly implemented in 4 (four) meetings but the portfolio assessment continued up to 8 (eight) meetings. After the implementation in the stage of evaluating the students rsquo speaking performance in their portfolio was scored. The result showed that there was significant improvement from one draft to another in different two topics taught during the product implementation. Also a questionnaire of perception towards the quality of the product and its implementation was administered. It was found that the participants enjoyed using the digital book and perceived it to have the potential to contribute to their speaking skill development especially after their first time introduced to portfolio assessment. To sum up the resource book for speaking for general purposes was considered possible for further use. However some improvements such as rechecking external link to access the learning resource should be reviewed. In addition considering the possibility of electronic portfolio assessment to provide more equal chance for the students to practice speaking teachers and researchers can further implement the type of assessment independent from the presence of the digital book and can further elicit the effectiveness of electronic portfolio assessment on students rsquo speaking performance.
