The goal of this study is to assess the listening competence level of ELE pre-service teachers and to map the strengths and shortcomings of their listening abilities. This research employed descriptive quantitative methods. The participants were the 120 final-year students of ELE program of Universitas Negeri Malang who belong to cohort 2017 which were chosen by convenience sampling. The reason to take them was because they were considered as a teacher candidate or novice English teacher. A Proficiency Listening Test for Indonesian English Teachers devised by many senior academics from Universitas Negeri Malang was employed as the research tool. The result of the study showed 45% of the final-year of ELE students were on the B1 level. Meanwhile the weakness of their listening was to acquire a long monologue with an unfamiliar topic with the matching question type and their strength was to drawing the main idea of a dialogue. The recommendations are aimed largely at lecturers and the students themselves. Teacher professional development programs can also be developed to improve the listening skills of final-year students of ELE program.
