Keywords: Extensive Listening Material, English Clubs, Madrasah Tsanawiyah The importance of listening skill in learning English is indisputable. One of the challenges teaching listening in Madrasah Tsanawiyah (MTs) is that there are limited resources provided, especially the ones incorporating character education which is badly needed by the students of MTs. Time allocation in the classroom setting is also considered insufficient to give comprehensible input for EFL learners in Indonesia. One of the efforts that can be helpful is empowering English Clubs as extracurricular activities facilitating more English practice outside the classroom. That is why promoting Extensive Listening (EL) activities among EFL learners has been crucial to do nowadays, especially during the era of online learning. Therefore, developing an EL material for English Clubs in MTs is worth conducting. This Research and Development (R&D) study is conducted by developing a website and a mobile application called Muslims’ English Literacy (MEL). Started by having a preliminary study involving 50 EFL teachers, 143 EFL learners, and 86 parents of Junior High School in Indonesia, MEL is intended to provide activities promoting compelling comprehensible input as well as succeeding GLS policy and instilling character values supporting PPK policy among MTs students, so that it will strengthen their identity as Muslims. It is targeted to MTs students especially the ones joining English club extracurricular and limited to be accessed using Google Chrome browser and Android operating system. Adopted from Gall, Borg, and Gall (2003), this study is executed using 7 phases: (1) needs analysis, (2) material design and development, (3) expert validation (4) materials revision, (5) pilot study, (6) second round of materials revision, and (7) final product dissemination. The needs analysis was done through an online survey employing 3 questionnaires addressed to EFL teachers in MTs, EFL learners in MTs and SMPI, and their parents. The survey aimed at figuring out the existence of English Clubs and EL material among them. The data taken was then analysed based on three elements: Needs, Lacks, and Wants/Hopes. The preliminary research showed that most of the respondents need more exposure in EL materials because there are limited EL materials available especially the ones integrating character values. According to them, character values are badly necessary to be instilled in learning materials so that they will not lose their identity as Muslims. Hoping that they can have the access to such materials, they want to have access to the product being developed. The next phase, material design and development were initiated with mapping the topics into five chapters of Prophet Muhammad p.b.u.h.’s life stories and continued by writing and recording the story scripts. Converting the recorded audio into audio-visual format uploaded into a website and a mobile application called MEL became the last process done. After the product was accomplished, expert validators of material/content, language, media, and prospective user/teacher evaluated the product by using checklist instruments employing certain criteria. Suggestions from the experts were then followed up with a material revision and a pilot study/try out. Field notes on the try out were taken and second revision on the product was conducted if needed. The final dissemination became the last step of the study. It was done by sharing the link addresses of MEL to EFL teachers in MTs and EFL learners in MTs and SMPI especially the ones joining English Clubs. The developed product, MEL, is potentially acceptable and applicable helping EFL learners receive more comprehensible input so that they can improve their English as well as raise their identity of being Muslim by implementing the character values introduced. At last, it is recommended to share the link addresses to more people for more impacts. Further studies on developing similar materials with more topics introduced will be worth conducting.
