Producing refusal can be a challenge for English as a Foreign Language (EFL) learners since it is known as lsquo face-threatening rsquo act. Hence knowing how to refuse appropriately is necessary. The ability is influenced by many factors one of which is pragmatic motivation. There are two types of pragmatic motivation proposed by Tajeddin and Moghadam (2012) and one type of pragmatic motivation could give more contribution to the speech act production than the other. It is Speech Act Specific Motivation (SASM) which concerns on motivation in acquiring and developing sociopragmatic norms and pragmalinguistic forms in producing a certain speech act type. This study aimed to seek the distribution of refusal strategies realized by the learners and the correlation between the learners rsquo refusal-SASM and their acts of refusing. The subjects involved were 45 learners of English Study Program of Universitas Muhammadiyah Palembang. The instruments used were (1) Refusal-SASM questionnaire which consisted of 26 items and 4 Likert scales (2) Discourse Completion Task (DCT) consisting of 12 situations and the learners were required to write their responses towards the situations. (3) Appropriateness rating scale to measure the learners rsquo refusal appropriateness. In analyzing the data the researcher categorized the learners rsquo refusals by using refusal strategies classification by Beebe Takahashi and Uliss-Weltz (1990) to identify the refusals. Some statistic procedures also were conducted such as descriptive statistics Pearson correlation and regression. Based on the research results and discussion the learners tried to be as polite as possible in making refusals. It can be shown from how they mostly used excuse and followed by regret in refusing to all situations given. Although in some situations the learners tried to be both direct and polite by combining nonperformative as one of the sub-direct strategies and regret. It was also found that there was no correlation between the learners rsquo refusal-SASM and their acts of refusing. Most of the learners were also found to have high refusal-SASM it means they were highly motivated in acquiring and producing refusals appropriately. However this study found that one rsquo s high pragmatic motivation does not guarantee his/her ability to produce appropriate refusal.
