In general Islamic Education is aimed to increase faith using giving and adding knowledge in continue understanding full and total comprehension applying and experience of learners on Islam as well in order to be Moslems who grows continuously in his faith and loyal to Allah SWT and has noble character in his personal life society- nation- and state-affairs. (GBPP PAI 2001). At an elementary level of education especially in elementary school (SD) Islamic Education is aimed to give learners basic ability so that they can improve a religious quality of living being Moslem with strong faith and loyal to Allah SWT as a citizen and a member of human being it also has purpose to prepare learners join in education program at lower secondary school (SMP). Those purpose set above is a one that should be achieved by every learner who has implement a religious education. Meanwhile in a religious education one important thing is as early embedding a faith sector as possible to learners because it would produce an obedience to carry out all of the religious argumentation. In spite of that fact in performing PAI instruction at school there is some weakness as follows instructional approach was inclined to normative-textual approaches learner stick on the existing curriculum and lack of enrichment efforts with a various learning experience. In additional a strategy of delivery including using a medium learning and teaching interaction and learning and teaching format are still in a minimum level. To see what is really happen in school particularly in SDN Karangbesuki I II and IV of Malang City it established a research focusing on (1) how is strategy of instructional delivery PAI subject at SDN Karangbesuki of Malang City (2) what factors are influence to using strategy of instructional delivery PAI subject. This research is carried out at SDN Karangbesuki I II and IV of Malang City a research focusing on how is strategy of instructional delivery PAI subject at SDN Karangbesuki of Malang City what factors are influence to using strategy of instructional delivery PAI subject using a descriptive qualitative research design. Data is collected using theree techniques i.e. observation interview and documentation. The results of this research are (1) strategy of instructional delivery PAI subject at SDN Karangbesuki I II and IV of Malang City ia using the same medium that is a verbalized instructor blackboard guiding book supporting book work book (LKS) schoolwork book (PS) and homework book (PR) (2) the instructional activity on those theree SDN is using a speech method asking and answering question demonstration and assignment (3) on the instructional activity at classroom learner has more interact with instructor. It is found that there is no instructional activity outside the class (4) the learning and teaching form apply on SDN Karangbesuki I II IV is lexical (5) the strategy selection of instructional delivery began with selection of instructional medium. Method and instructional form is arranged according to used and chosen medium (6) the factors that could affect selection and employing strategy of instructional delivery at SDN Karangbesuki are instructional objective availability of instructional medium instructional experience characteristic and ability of learners and also characteristic of content subject (7) learner s ability mastering PAI subject was influenced by internal and external factors of learners. There are internal factors including physical condition of learner and interest factors intelligent motivation memory and attention. On the other hand the external factors consist of curriculum program guiding learning instructor and tools and also environmental factors. Based on the findings in order to better develop instruction there are some recommendation i.e. (1) This research findings could be an input to appropriate to say that this research finding items can enrich theoretic scope and become a reference in applying strategy of instructional delivery as one of the instructional strategy component (2) In the learning process instructor should improve self-readiness more on teaching especially in relation with madium utilization learner s interaction with a used medium and also with a potential learning form (3) In performing strategy of instructional delivery PAI insructor should use a various mediums (4) In order improve learner s competence more in both instructions cognitive and affective instructor should apply a delivery strategy by using many kinds of PAI approaches and models (5) For developer and designer of instruction this research finding can be used as a consideration object in choosing one of the instructional strategy and understanding it comprehensively (6) For the next researcher it is suggested to continue this research in order to test a result finding of subject that already explained particularly by using experimental research method so that we could gain a general validity.
