Abstract

As the implementation of The Decree of Ministry of Education and Culture (RI/No.0487/1992) that was followed by another one (No.060/4/1993) many elementary schools in Indonesia begin to provide English for their upper-class students even for their lower-class students. However based on the findings for a three-year research and from an observation in short training more or less 80% of English teachers for young learners have a low qualification to teach English in elementary school such as English education background and English skills. Additionally there are some schools which implements new concepts for their school. One of them is Surya Buana Bilingual Nature Islamic Elementary School Malang. This school combines two concepts bilingual and nature concept. Therefore it is interesting to investigate how is the teaching of English at Surya Buana Bilingual Nature Islamic Elementary School Malang that is done by a teacher without English education background. This study was intended to describe the teaching and learning process of English at Surya Buana Bilingual Nature Islamic Elementary School Malang. It was expected that the description of this study was beneficial as a feedback for the teacher and school in developing the school s concepts. This study was a descriptive qualitative research. The subjects were the third-year classes of Surya Buana Bilingual Nature Islamic Elementary School Malang of 2008/2009 academic year. Data were obtained from the teacher and the students of the classes. The main instrument in the study was the researcher who was supported by some instruments i.e. observation checklists interview guide and field notes. From the findings it could be concluded that the teaching and learning processes had weaknesses in some aspects. The weaknesses were on the teaching techniques applied the use of workbook and the instructional media used. The teaching techniques applied were question-answer listen-repeat quiz and games. The students use workbook instead of textbook. In addition textbook workbook flash cards and white board were the instructional media used by the teacher in the classroom. The teaching and learning process partially met with the objective of teaching English. Familiarizing English to the students in their daily life was not achieved yet. Consequently the implementation of bilingual concept was in the low level the students speak with their mother tongue most of the time. Besides nature was partially appropriate when it was used as the media in the teaching and learning of learning. Based on the research findings some suggestions were given for the betterment of teaching and learning process of English in the class. For the English teacher she should work harder to increase the quality of the teaching learning process of English by implementing various teaching techniques planning the teaching activities well in advance selecting interesting instructional materials and media for her students familiarizing the students with English daily expressions and joining English course seminars or workshops to develop her qualification. For the principal he should supervise whether the implementation of the program run well or not. The qualification of the teachers needs to be developed. For other people or institutions they need to prepare well before implementing the same program. For the next researchers it is suggested to conduct research about teaching English in elementary school with more specific focus so that the teaching of English in elementary school can be described and analyzed more deeply.
