Abstract

Library as one mean of learning source plays a very important role in stimulating the achievement of the national education goals. As what is written in National Education Decree (Sisdiknas) chapter XII number 45 concerning Educational Facilities and Equipments that the education shall never be held well if the educational resources and the students are not supported by the source of learning as necessary. Base on this the researcher focuses the study on the management of Bung Karno Library in Blitar as the Learning Source. The research questions are a) how is the planning of the library materials of Bung Karno Library in Blitar b) how is the process of services of Bung Karno Library in Blitar c) how is the form of control toward the efficient use of Bung Karno Library in Blitar . The aims of this research are 1) to identify the planning of library materials of Bung Karno Library in Blitar 2) to describe the process of services of Bung Karno Library in Blitar and 3) to describe the form of control toward the efficient use of Bung Karno Library in Blitar. The design of this research is descriptive qualitative employing observation interview and documentation as the instrument. The interviewee are four managers of Bung Karno Library in Blitar they are The Chief Field of the Development and Maintenance of Library Materials Librarian Chief Field of Information and Cooperation Service and Field Staff of Information and Cooperation Service. The result gained in this research are the Bung Karno Libr ary undergoes the need analysis activity before preparing the library materials the library services process is using both Open Access also Closed Access with DDC 21 and 22 classification systems and the control activity toward the use of the library is held under the control of visitors list once in every three months (Quarterly). From the result of the research it is suggested to the managements to be consistent in having the needs analysis and improvement of service quality.
